FY 2021 AND 2022 COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM – SUBSTANTIAL AMENDMENTS
Notice is hereby given that the City of Beckley, Raleigh County, WV will hold a public hearing on Wednesday, June 28, 2023, at 3:30 PM, in the:
Council Chambers at City Hall

The City Council Chambers are accessible to persons with physical disabilities. The purpose of this public hearing is to present substantial amendments to the City of Beckley’s FY 2021 and 2022 Annual Action Plan for the use of Community Development Block Grant funds.
The City of Beckley has adopted its FY 2021 and 2022 Annual Action Plans and Budgets for the use of CDBG funds. In accordance with CDBG program regulations, the City is allowed to make substantial amendments to its Annual Plans and Budgets in accordance with the City’s Citizen Participation Plan.
The City has determined that it is necessary to amend the approved CDBG program budgets for the previously approved program years of FY 2021 and 2022. The funds will be reprogrammed from cancelled projects and an unexpended balance of a project to increase funding for other previously approved projects.
These are considered substantial amendments in accordance with the City’s Citizen Participation Plan as the following applies: the scope, purpose, and location of the project activity have changed.
The amendment to FY 2021 and 2022 CDBG Annual Action Plans are proposed as follows:
FY 2021 Substantial Amendment
1. CD-21-01 General Administration – reduce the line-item budget amount by $40,000 for a new budget amount of $ 24,348.
2. CD-21-02 Raleigh Community Action Association – Rent/Utility Assistance – reduce the line-item budget amount by $25,000 and cancel the project.
3. CD-21-03 Street Improvements – reduce the line-item budget amount by $13,046.06 for a new budget amount of $0.00.
4. CD-21-04 Parks & Recreation Improvements – Scott Avenue Park – creation of a new project/activity and reprogram of $ 78,046.06 in FY 2021 CDBG funds for improvements to Scott Avenue Park.
FY 2022 Substantial Amendment
1. CD-22-02 Parks & Recreation Improvements – Scott Avenue Park – increase the line-item budget amount by $138,967 for a new budget amount of $238,967.
2. CD-22-03 Street Improvements – reduce the line-item budget amount by $138,967 and cancel the project.
Copies of the Substantial Amendments are on public display for viewing by the public for a period of 30 days beginning on June 9, 2023, through July 10, 2023, at the following locations during normal operational hours:

All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed amendment to the use of CDBG funds under the FY 2021 and 2022 Annual Action Plans. All comments received by July 10, 2023, will be considered by the City of Beckley prior to submittal of the substantial amendments to City Council at their July 11, 2023, City Council Meeting at 6:30 PM.
