REQUEST FOR PROPOSALS
AUDITOR FOR REGIONAL
OPTICAL COMMUNICATIONS INC. (ROC)
Regional Optical Communications Inc. (ROC) will receive proposals from CPA firms interested in performing our audit for a possible three-year contract (renewable annually). Proposals will be accepted until 4:30 p.m. March 15, 2024, and may be mailed to Jason Roberts, President, Attention: ROC Audit Proposal, Region I PDC at 241 Mercer Springs Road, Suite 21, Princeton, WV 24740.
ROC’s fiscal year runs from July 1, through June 30, and the initial audit will be for the year ending June 30, 2024. The completed audit report must be submitted to our office no later than November 30, 2024.
ROC receives funds from the Appalachian Regional Commission (ARC), Economic Development Administration (EDA), and various State and local Governments. Interested firms must be familiar with OMB Circular A-133 and OMB Uniform Guidance regulations, 2 CFR PART 200-Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and able to complete the SF-SAC Form and related sections to be uploaded and submitted to the General Services Administration (GSA) Single Audit Clearinghouse. Interested firms must also be familiar with the WV Code 155-09 Accountability Requirements for State Funds and Grants, and also issue an opinion on the schedule of state grant receipts and expenditures. CPA firms submitting proposals must be registered with the State Purchasing Division to perform auditing and accounting services for the State of West Virginia and local governments.
ROC reserves the right to reject any and/or all proposals, to waive informalities in any proposal, and to accept other than the lowest cost it deems necessary in the best interest of the organization.
No proposals shall be withdrawn for a period of thirty (30) days without the consent of the organization.
