Rule 42T application to increase water rates and charges

NOTICE OF PUBLIC HEARING

An evidentiary hearing will be held by the Public Service Commission of West Virginia at the Tamarack Conference Center, Ballroom C, One Tamarack Park, Beckley, West Virginia, on March 15, 2024, at 10:00 a.m. The hearing concerns the request from Beckley Water Company (BWC) seeking increased rates and charges for providing potable water service to its customers located in Raleigh County. Anyone desiring to comment or protest the approval of these increased rates may appear at the hearing or file a written protest addressed to: Executive Secretary of the Public Service Commission, P.O. Box 812, Charleston, WV 25323. Comments may also be filed online.

The revised increased rates and charges BWC proposed will produce approximately $4,702,291 annually, an increase of 30.91 percent. The proposal represents an increase of approximately $9.25 monthly for the average residential customer in most areas where BWC provides service for the first rate step and $4.61 after completion of a pending construction project. Other customer classes will see similar percentage increases. Commission Staff recommended rates below the level BWC requested. BWC subsequently recommended a revision of the Staff proposal.

Resale customers of BWC include Raleigh County PSD, Glen White-Trap Hill PSD, cool Ridge-Flat Top PSD, Glade Springs Utility and the Town of Pax.

The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increase or decrease) by the Public Service Commission in its review of the matter. Any increase in rates and charges will not become effective until authorized and approved by the Public Service Commission.
