REQUEST FOR PROPOSALS – ACCOUNTANT AND PROJECT ATTORNEY
MULLENS WASTEWATER
EXTENSION PROJECT

The Mullens Sanitary Board, Wyoming County, West Virginia is in the process of obtaining professional services necessary to complete work on the Mullens Wastewater Extension Project These services include accountant and project attorney. The consultants work closely with all team members, including the Mullens Sanitary Board and Region I Planning & Development Council.

In order to be competitive, planning and development of the project will be in accordance with requirements of the West Virginia Infrastructure and Jobs Development Council as pertaining to such projects.

The selected Accountant will provide accounting services to prepare Rule 42 Exhibit to accompany the IJDC application as well as the application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission in addition to any other services needed in relation to the project. The Accountant will work closely with the project engineer, administrator and legal counsel.

The Project Attorney is an integral part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include obtaining Certificate of Convenience from the West Virginia Public Service Commission, title work as necessary to obtain construction rights-of-way and parcels and review of all contract and related documents as necessary. The Project Attorney will work closely with the project administrator and the project engineer.

Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). These contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Mullen Sanitary Board, price and other factors considered including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.

All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule and ability to complete work as needed on this project in a timely manner.

If interested in providing any of these services, please submit one (1) original, three (3) copies, and one (1) digital format submission of all requested information to Mullens Sanitary Board, and one (1) copy and (1) digital submission to Region I Planning & Development Council at the addresses below:

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the WV DEP Clean Water State Revolving Fund, HUD/Community Development Block Grant, Appalachian Regional Commission, WV DEP Abandoned Mine Lands Economic Revitalization, WV Infrastructure and Jobs Development Council, USDA Rural Development, and local funds.

All work will be performed in accordance with the regulations issued by the funding agencies and the State of West Virginia appertaining thereto.

The selected firm(s) will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions and all other requirements as they relate to HUD-funded projects.

The Mullens Sanitary Board will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.

The Mullens Sanitary Board reserves the right to accept or reject any and/or all proposals. The Mullens Sanitary Board also reserves the right to negotiate the fee for services.
