Request for Proposal Spring 2024 Paving and Milling
City of Bluefield, WV

The City of Bluefield, West Virginia is seeking responses to this Request for Proposals from interested parties for asphalt paving within the city limits of Bluefield, West Virginia. Pavements shall be as detailed below. Curbing shall be replaced where current curbing will be deemed ineffective and additional curbing may be necessary during construction, as directed by City of Bluefield personnel. Paving quantities may be adjusted to fit budgetary needs after bids are accepted. Additional details and mini-maps can be provided, via email, on the City’s website, and upon request.

• South Lane **
o Beginning approximately at Lat. 37°14’35.3”N Long. 81°13’56.6”W and Ending approximately Lat. 37°14’31.0”N Long. 81°13’54.3”W on South Lane.
o 2” Surface Overlay (Min.) and mill to match existing intersection roadway grade.
• Section Delaware Ave
o Beginning approximately at Lat. 37°15’31.0”N Long. 81°13’33.1”W and Ending approximately Lat. 37°15’28.5”N Long. 81°13’29.4”W Delaware Ave.
o Remove road surface, grade, and place properly compacted stone underlayment as needed. Pave with a 2” Surface Overlay (Min.) to match existing roadway grade.
• Larch St.
o Beginning approximately at Lat. 37°15’33.6”N Long. 81°15’00.6”W and Ending approximately Lat. 37°15’27.0”N Long. 81°14’57.5”W on Larch St.
o Curb cut and 2” Surface Overlay (Min.) to match existing roadway grade.
• Section Mercer St.
o Beginning approximately at Lat. 37°16’05.9”N Long. 81°13’35.5”W and Ending approximately Lat. 37°15’58.5”N Long. 81°13’32.5”W on Mercer St.
o Remove road surface, grade, and place properly compacted stone underlayment as needed. Pave with a 2” Surface Overlay (Min.) to match existing roadway grade.
• Section Scott St. **
o Beginning approximately at Lat. 37°16’06.8”N Long. 81°13’14.7”W and Ending approximately Lat. 37°16’07.7”N Long. 81°13’11.5”W on Scott St.
o Curb cut and 2” Surface Overlay (Min.) to match existing roadway grade.
• Thomas St.
o Beginning approximately at Lat. 37°16’01.3”N Long. 81°13’48.7”W and Ending approximately Lat. 37°15’55.7”N Long. 81°13’46.4”W on Thomas St.
o Curb cut and 2” Surface Overlay (Min.) to match existing roadway grade.
• Jones St.
o Beginning approximately at Lat. 37°15’58.2”N Long. 81°13’16.8”W and Ending approximately Lat. 37°16’02.9”N Long. 81°13’03.5” on Jones St.
o Curb cut and 2” Surface Overlay (Min.) to match existing roadway grade.

• Scope or outline of work and time frame for completion
• Proposed total price for all paving

ALL PROPOSALS MUST BE SEALED AND CLEARLY MARKED “SPRING 2024 ASPHALT PAVING”. PROPOSALS MUST BE RECEIVED BY 3:00 P.M. LOCAL TIME, MARCH 28, 2024, AND SEALED BIDS WILL BE OPENED AT 4:00 P.M. ON MARCH 28, 2024.
Faxed or emailed proposals cannot be accepted.

The City of Bluefield will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the contract award. The City of Bluefield reserves the right to contract with one firm (lowest responsible bidder) or the entire project or more than one firm for various components of the project, as the City deems to be in its best interest.
