INVITATION TO BID

Sealed Bids will be received by the McDowell County Commission of Welch, West Virginia for the replacement of the roof of the McDowell County Health Department located at 7292 Black Diamond Highway Wilcoe, WV 24895. Bids will be received until 4:00 pm on November 14, 2018 in the County Clerk’s Office located at 90 Wyoming Street, Suite 109 Welch, WV 24801.

Bids received after this time will not be considered.

Bids will be publicly opened and read aloud on November 14, 2018 at 4pm during a Regular County Commission Meeting, held in the Commission Conference Room at 109 Wyoming Street, Welch, West Virginia. Bidders are invited to attend the Bid opening.

Specifications can be obtained at the Redevelopment Authority Office located in the Commission Building at 109 Wyoming Street, Welch, WV. You can also contact Dan Riley at 304-436-8582 for details.

A 5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} Bid bond is required, along with a 100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} performance bond and 100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} labor and material bond.

Payment schedule will be: 20{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} project beginning, 30{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} when project is halfway completed, 50{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} when both parties agree project is completed

Completion date shall be 30 days from beginning the project, however extensions may be granted per request due to extenuating circumstances.

One (1) set of bid documents, including adequate liability and property damage insurance, proof of valid workers compensation coverage, warranty coverage on materials and labor, contractor’s license, and all other necessary certifications/paper work (Non-Conflict of Interest Certification, Purchasing Affidavit, Drug Free workplace Conformance Affidavit and Coversheet, Employment History Disclosure, Ethics Disclosure) shall be enclosed in a sealed Envelope and marked visibly on the outside of the envelope “McDowell County Health Department Roof Replacement”. This Envelope shall be addressed to the McDowell County Clerk’s Office, Attn.: Linda White 90 Wyoming Street, Suite 109 Welch, WV 24801.

The County Commission nor the County Clerk will not be responsible in the event that the U. S. Postal Service or any other courier system fails to deliver the sealed bid to the County Clerk by the given deadline above. No bids will be accepted via facsimile or electronic submission.

The County Commission Reserves the Right to reject any or all bids, to waive irregularities or informalities in any or all bids, and to accept any bid which is deemed to be in the best interest of the County.
