LEGAL NOTICE
REQUEST FOR QUALIFICATIONS (RFQ) ENGINEERING SERVICES
LAKE STEPHENS SEWER UPGRADE PROJECT

The Crab Orchard-MacArthur Public Service District (PSD), Raleigh County, West Virginia, is seeking statements of qualifications from qualified engineering firms to provide professional engineering services necessary to complete the Lake Stephens Sewer Upgrade Project.

The selected engineering firm will work closely with the Crab Orchard-MacArthur PSD, Region I Planning & Development Council, New River Gorge Regional Development Authority, the Raleigh County Commission, funding agencies, regulatory agencies, and other members of the project team throughout the planning, design, permitting, funding, bidding, construction, and closeout phases of the project.

Engineering services may include, but are not limited to:
oPreliminary engineering and project planning;
oPreparation and updating of engineering reports;
oEnvironmental review assistance;
oSurveying and mapping services;
oPermitting and regulatory coordination;
oFunding application assistance;
oDesign and preparation of plans, specifications, and contract documents;
oPreparation of construction cost estimates;
oBid phase services;
oConstruction administration and observation;
oPreparation of record drawings and project closeout documentation;
oOther services as necessary to successfully complete the project.

Procurement of engineering services shall be conducted in accordance with applicable federal and state procurement requirements, including 2 CFR 200.320. Contracts will be awarded based upon demonstrated qualifications, specialized experience, technical competence, familiarity with similar wastewater infrastructure projects, capacity to perform the work in a timely manner, and knowledge of applicable federal and state funding programs.

Interested firms shall submit a Statement of Qualifications that includes, at a minimum:
oFirm background and qualifications;
oResumes and qualifications of key personnel assigned to the project;
oExperience with similar wastewater collection, treatment, and sewer infrastructure projects;
oExperience with federal and state funding agencies, including but not limited to USDA Rural Development, Appalachian Regional Commission (ARC), WV Infrastructure and Jobs Development Council (IJDC), WV Department of Environmental Protection (WVDEP), Community Development Block Grant (CDBG), and U.S. Environmental Protection Agency (EPA);
oReferences for similar projects completed within the past five (5) years;
oDescription of the firm's ability to perform the required services in a timely manner;
oAny additional information deemed relevant by the firm.

The engineering firm will be selected based upon qualifications. Following selection, the Crab Orchard-MacArthur PSD will negotiate a fair and reasonable fee with the selected firm. If an agreement cannot be reached, negotiations will be terminated and initiated with the next most qualified firm.

The consultant's eligibility to receive federal funds will be verified at www.sam.gov prior to contract award.

If interested in providing these services, please submit an original, three (3) copies, and a digital submission of all requested information to the Crab Orchard-MacArthur Public Service District, and one (1) copy and a digital submission to Region I Planning & Development Council no later than 5:00 p.m. on Monday, July 6, 2026.

Attention is directed to the fact that the proposed project may be funded through sources including, but not limited to, the West Virginia Infrastructure and Jobs Development Council (IJDC), Appalachian Regional Commission (ARC), USDA Rural Development, Community Development Block Grant (CDBG), WV Department of Environmental Protection Clean Water State Revolving Fund (CWSRF), U.S. Environmental Protection Agency (EPA), and local funds. All work will be performed in accordance with applicable federal and state regulations associated with project funding sources. The selected firm will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1968, Title VI of the Civil Rights Act of 1964, Section 109 of the Housing and Community Development Act, Conflict of Interest requirements, Access to Records provisions, and all other applicable federal and state requirements.
