No.: WV0023175 Applicant: SAINT ALBANS, CITY OF MUNICIPAL UTILITY COMMISSION PO BOX 1270 ST ALBANS, WV 25177 Location: ST ALBANS, KANAWHA COUNTY Latitude: 38:23:17 Longitude: 81:49:16 Receiving Stream: Kanawha River/l Ohio River Activity: To operate and maintain an existing combined wastewater collection system and an existing 4.0 million gallons per day wastewater treatment plant. These facilities are to serve a population equivalent of approximately 57,100 persons in the City of St. Albans, the Greater St. Albans Public Service District, the Riverbend service area, and environs and discharge treated wastewater through Outlet No. 001 to the Kanawha River at mile point 46.6. An antidegradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001. To operate and maintain disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) Outlet Nos. C001A, C005, and C011 to the Kanawha River. These CSO Outlets are permitted to discharge only when the hydraulic capacity of the collection system is exceeded during wet weather events. Tier 1 protection shall be afforded for the uses specified in Title 47, Series 2 for Outlet Nos. C001A, C005, and C011 through the implementation of the CSO Control Policy and the facility’s site-specific long-term control plan. To accept non-domestic wastewater from St. Albans Landfill Tranfer Station, Go Mart, Inc. (Amandaville River Terminal), West Virginia Department of Highways Maintenance Garage, and Moses BMW for subsequent treatment and disposal. To incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and r processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell.
