No.: WV0080900 Applicant: ELK VALLEY PSD 100 BREAM DR ELKVIEW, WV 25071 Location: ELKVIEW, KANAWHA COUNTY Latitude: 38:24:18 Longitude: 81:31:30 Receiving Stream: Elk River/l Kanawha River/l Ohio River Activity: To operate and maintain an existing wastewater collection system and an existing 2.25 million gallons per day wastewater treatment facility, and discharge treated wastewater via Outlet No 001 to the Elk River, approximately 8.1 miles from its mouth, of the Kanawha River. Facilities are to serve approximately 15,000 persons in the Elk Valley PSD, including the Town of Clendenin, and environs. To accept nondomestic wastewater from the West Virginia Department of Highways, Elkview Maintenance Headquarters for subsequent treatment and disposal. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processsing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and r processed at the permittee’s facility shall be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or lifetime rates. These land application sites meet all other regulatory standards and are identified as follows: Gene Fisher farm on 1260 Angel Ridge Road, Fairplain, WV. Also, sewage sludge generated and r processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. An antidegradation review has been conducted and Tier 1 protection is provided for the uses deisgnated in Title 47 Series 2, Section 6 for Outlet No. 001. Also, to operate and maintian a disposal system and best management practices for the direct discharge of untreated storm water runoff from Outlet No. 010 to the Elk River. An antidegradation review was conducted for Outlet No. 010 and compliance with the antidegradation requirements will be attained through the implementation of Best Management Practices. Business conducted: Public Service District Implementation: N On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.
