ADVERTISEMENT FOR BIDS PUTNAM COUNTY COMMISSION PUTNAM COUNTY, WEST VIRGINIA FIBEROPTIC NETWORK DEPLOYMENT PLAN PHASE 1 CONTRACT NO. 2022-01: WINFIELD ROAD & TEAYS VALLEY ROAD CONTRACT NO. 2022-02: WV ROUTE 34: HURRICANE TO WINFIELD CONTRACT NO. 2022-03: HURRICANE CREEK ROAD Sealed Bids for the construction of the Putnam County Commission – Fiberoptic Network Deployment Plan – Phase 1, Contract No. 2022-01: Winfield Road & Teays Valley Road, Contract No. 2022-02: WV Route 34: Hurricane to Winfield, Contract No. 2022-03: Hurricane Creek Road will be received by the Putnam County Commission, at the office of the Putnam County Commission, 12093 Winfield Road, Winfield WV 25213, until 5:00pm local time on July 28, 2022, at which time the Bids received will be publicly opened and read aloud. The Project includes the following work: Contract No. 2022-01: WINFIELD ROAD & TEAYS VALLEY ROAD Earth trenching of approximately 1,000 LF for six (6) 1 ONE-QUARTER” PVC conduits Longitudinal directional boring of approximately 99,000 LF for six (6) 1 ONE-QUARTER” PVC conduits Longitudinal directional boring of approximately 5,500 LF for three (3) 1 ONE-QUARTER” PVC conduits Supply & installation of approximately 200 LF of 8″ diameter steel casing pipe, bore & jack Supply & installation of approximately 2,500 LF of FRE Bridge conduit Installation of approximately 105,000 LF of #12 Solid copper steel tracer wire Installation of approximately 270 handholes junction boxes Supply and installation of one (1) termination demarcation hubs Installation of approximately 270 splices Contract No. 2022-02: WV ROUTE 34: HURRICANE TO WINFIELD Earth trenching of approximately 1,000 LF for six (6) 1 ONE-QUARTER” PVC conduits Longitudinal directional boring of approximately 73,000 LF for six (6) 1 ONE-QUARTER” PVC conduits Longitudinal directional boring of approximately 9,900 LF for three (3) 1 ONE-QUARTER” PVC conduits Longitudinal directional boring of approximately 7,100 LF for three (2) 1 ONE-QUARTER” PVC conduits Supply & installation of approximately 150 LF of 8″ diameter steel casing pipe, bore & jack Supply & installation of approximately 550 LF of FRE Bridge conduit Installation of approximately 91,000 LF of #12 Solid copper steel tracer wire Installation of approximately 230 handholes junction boxes Supply and installation of two (2) termination demarcation hubs Installation of approximately 230 splices Contract No. 2022-03: HURRICANE CREEK ROAD Earth trenching of approximately 1,000 LF for six (6) 1 ONE-QUARTER” PVC conduits Longitudinal directional boring of approximately 67,500 LF for six (6) 1 ONE-QUARTER” PVC conduits Supply & installation of approximately 500 LF of FRE Bridge conduit Installation of approximately 68,500 LF of #12 Solid copper steel tracer wire Installation of approximately 640 handholes junction boxes Installation of approximately 175 splices for road crossings Installation of approximately 175 longitudinal splices Bids will be received for the Contracts listed above or an Alternative Bid to combine all Contracts. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. It is the intent that Putnam County Commission to provide the 1 ONE-QUARTER” conduit and tracer wire to the Contractor. The Contractor will be responsible to supply all other materials (conduit adapters and connectors, etc.) and labor to install as shown in the Bidding Documents. The Issuing Office for the Bidding Documents is: S & S Engineers, Inc., 501 Eagle Mountain Road, Charleston, WV 25311, (304) 342-7168. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am and 5:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Dodge Corporation www.dodge.construction.com Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon a non-refundable payment of $250.00 per contract set or $400.00 for all three (3) contracts. Bidders wishing to have plans mailed will be charged an additional $50.00 per contract. Checks for Bidding Documents shall be payable to S & S Engineers, Inc. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. A pre-bid conference will be held at 10:00am local time on July 13, 2022 at the office of Putnam County Commission, 12093 Winfield Road, Winfield WV 25213. Attendance at the pre-bid conference is highly encouraged but is not mandatory. The Bid opening procedures shall be a two-envelope system. The system shall consist of two separate and distinct envelopes each with proper identification. The envelopes shall be identified as “Bid Opening Requirements” (first envelope) and the other as “Bid Proposal” (second envelope). The first envelope must be submitted in a sealed envelope containing Bid Bond, Certificate of Compliance, Power of Attorney and all other necessary documents as specified in the Bidder’s Checklist. The second envelope must be a separate sealed envelope containing the Form of Proposal for the contract that is being bid. Both the first envelope and second envelope must have the following information in the lower left-hand corner: Name and Address of Bidder, Bid for Contract No. (Perspective Contract Bidding On) Putnam County Commission Fiberoptic Network Deployment Plan Phase 1, Opening Time 5:00 P.M., L.P.T., on July 28, 2022. The first envelope will be opened first and Bid Bond, Power of Attorney and Certificate of Compliance and other required documents as listed on the Bidder’s Checklist will be checked to make sure that all the documents are in order. If the documents are found to be in order, the second envelope containing the Bid will be opened and publicly read aloud. If the documents are not in order, then the second envelope shall be returned to the Bidder unopened. At that time, the Engineer will declare the bidder non-responsive. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
