PUBLIC NOTICE The U.S. Department of Commerce, Economic Development Administration (EDA) is considering a request for Federal assistance from Coalfield Development Corporation to construct a Black Diamond Sustainable Development Logistics Hub in Huntington, Wayne County, WV. Pursuant to the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), EDA is conducting an assessment of the potential of the proposed project to affect the environment and r historic properties. The project will redevelop the currently vacant, five-acre “Black Diamond” site (formerly occupied by Eagle Coatings, Inc. – and others). The project combines rehabilitation of existing buildings onsite, select deconstruction of existing buildings, and new construction of buildings, as well site work to provide the necessary parking, loading, and utility improvements that will facilitate operations of the proposed businesses onsite. Approximately 39,000 sq feet of building space will be redeveloped to host operations by Coalfield Development and tenants working in renewable energy and re-use industries.
