REQUEST FOR RELEASE OF FUNDS On or after July 29, 2022, the Putnam County Commission will submit a request to the West Virginia Department of Economic Development for the release of Small Cities Block Grant (SCBG) funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake the following project: Project Title: Putnam County Commission im Ridge Phase II Waterline Extension Project Purpose: Construction of approximately 31,200 ft of 8″, 13,000 ft of 6″ and 7,630 ft of 2″ water main to provide potable water to serve 66 households. Location: Jim Ridge, Putnam County, WV Estimated Cost: $1,500,000.00 HUD $1,000,000.00 WVIJDC District Grant $288,000.00 Putnam County Commission $312,000.00 West Virginia American Water FINDING OF NO SIGNIFICANT IMPACT The Putnam County Commission has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Putnam County Commission 12093 Winfield Road, Winfield, WV 25213 and the Regional Intergovernmental Council, 315 D Street, South Charleston, WV 25303 and may be examined or copied weekdays 9:00 A.M to 4:00 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Putnam County Commission, 12093 Winfield Road, Winfield, WV 25213. All comments received by July 28, 2022, will be considered by the Putnam County Commission prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. RELEASE OF FUNDS The Putnam County Commission certifies to the West Virginia Department of Economic Development that the Honorable R. Andrew Skidmore in his capacity as President, Putnam County Commission consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. West Virginia Department of Economic Development’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Putnam County Commission to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS West Virginia Department of Economic Development will accept objections to its release of fund and the Putnam County Commission’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Putnam County Commission; (b) the Putnam County Commission has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by West Virginia Department of Economic Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to West Virginia Department of Economic Development at 1900 Kanawha Boulevard East, Building 3, Suite 700, Charleston, WV 25305.
