REQUESTING STATEMENTS OF QUALIFICATIONS Purpose cope The Greenbrier County Airport Authority is requesting Statements of Qualifications from interested and qualified Aviation Consultants for sanitary sewer and water service improvements. The scope of work includes but is not limited to: Install new sanitary sewer, water lines, and T-Hangars. The existing sanitary sewer in the southwest development area of the airport property is at its maximum design capacity and has reached its useful life. A new sanitary sewer system is proposed to be installed to accommodate both the existing and future development. There are a few locations where the existing water service is to be extended to install new fire hydrants and water service to existing buildings. In addition, a new set of T-Hangars are proposed to be constructed. Proposal and Information Format To facilitate review of each statement of qualifications by the Greenbrier County Airport Authority’s selection committee, each submission shall conform to the following format: 1. Cover sheet 2. Relevant experience of the Firm 3. Project Manager and Team (including resumes) 4. References: Minimum of three (3) The Qualifications Statement must not exceed ten (10) pages, maximum; inclusive of all components listed above. Selection criteria All consultants interested in being considered for this project must submit a proposal detailing: 1. Qualifications of the Project Manager and Project Team 2. Please also forward on electronic copy via email to [email protected] Attention is directed to the fact that the proposed project may be undertaken with a combination of State and r Federal funds and that all work will be performed in accordance with all applicable laws, rules, and regulations. The selection process will be in accordance with WV Code Chapter 5G. The selected firm will be required to comply with the Title VI of the Civil Rights Acts of 1964, President’s Executive Order No. 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the House and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions. The selected firm must also fully comply with the Minority omen-Owned Business Enterprise and Affirmative Action requirements. If a portion of the contract is subcontracted, then “positive efforts” must be made to subcontract to Minority omen-Owned Businesses. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Region 4 Planning and Development Councils working with the Greenbrier County Airport Authority will afford full opportunity to women-owned and minority business enterprises that submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the award of this contract. This contract will be awarded based on qualifications submitted and as determined to be the most advantageous to Greenbrier County Airport Authority and other factors considered.
