ADVERTISEMENT FOR BIDS THE SANITARY BOARD OF THE CITY OF CHARLESTON, WEST VIRGINIA, KANAWHA COUNTY, WEST VIRGINIA FYE 2023 PIPE LINING CONTRACT Sealed Bids for the FYE 2023 Pipe Lining Contract will be received by The Sanitary Board of the City of Charleston, West Virginia (CSB) at their offices located at 208 26th Street W, Charleston, WV 25387, or via electronic mail until 10:00 a.m., local time, Thursday, February 2, 2023. Bids will then be publicly opened and read aloud. Any Bids received after the above time and date will be returned unopened to the Bidder. No conditional Bids will be accepted. Bids when submitted must be enclosed in sealed envelope, and the envelope must have written plainly on it the name and address of the Bidder and the Contract to which it refers. Bidders may submit their Bids by registered mail provided the above requirements are properly met and the Bids are received by the CSB before the time set for the opening of Bids. Each Bid submitted must include the Bid, Contractor Questionnaire, Certifications of EEO Compliance, Non-Segregated Facilities, and Drug Free Workplace Conformance, as well as all other necessary documents. Bids submitted via electronic mail (e-mail) must be time stamped (sent) and received by the CSB prior to the scheduled opening of Bids. The CSB shall monitor electronic communications up to the set Bid opening time, and Bids received after this time shall be considered unresponsive and the Bidder will be notified as such via electronic mail. This Project consists of providing materials, labor, and equipment necessary to complete various CIPP lining activities as directed via individual Work Orders issued by the CSB. The information provided in the bidding documents describes the general requirements for conducting the pipe lining activities. The location, layout, depths, and other required information to conduct the Work will be provided by the CSB via Work Orders, and all Work Orders will include mobilization, providing permit data to CSB, submittals and addressing submittal review comments, CIPP liner installation, cleanup, punchlist items, demobilization, and closeout documents. In general, pipe lining will consist of pre-lining installation television observation, pre-lining cleaning, installation of a cast-in-place pipe (CIPP) lining system, testing, post-lining television observation, reconnection of sewer laterals, and certification. Work under this Contract will commence in February 2023 upon issuance of a written “Notice of Award”.
