BLASTING ADVERTISEMENT Notice is hereby given that Panther Creek Mining LLC 100 Toms Fork Road, Eskdale, WV 25075, and Telephone No. (304) 926-2432, intends to conduct blasting activities on the following surface mining permits. Permit No. S-3023-90 situated in the Cabin Creek and Sherman Districts of Kanawha and Boone Counties, West Virginia. Permit No. S-3031-07 situated in the Cabin Creek and Sherman Districts of Kanawha and Boone Counties, West Virginia. Permit No. U-3001-98 situated in the Cabin Creek District of Kanawha County, West Virginia. Permit No. O-6009-86 situated in the Cabin Creek District of Kanawha County, West Virginia. Permit No. S-3026-07 situated in the Cabin Creek and Sherman Districts of Kanawha and Boone Counties, West Virginia. Permit No. U-3008-03 situated in the Cabin Creek District of Kanawha County, West Virginia. All Blasting shall be conducted in accordance with the following schedule of dates and times, unless emergency conditions dictate unscheduled detonation. Blasting will be conducted between sunrise and sunset (approximate daylight hours) during January 2, 2020 and January 2, 2021. Ten (10) minutes prior to each blast all approaches to the blast area will be controlled and safeguarded from unauthorized entry. This will continue until the “All Clear” signal is given. Three (3) minutes prior to each blasting a warning siren audible to a range of one-half (1/2) mile from the blast site will be given. The pre-blast warning will consist of three (3) short warning signals of five (5) seconds duration with five (5) seconds between each signal. Once the area has been deemed safe, an “All Clear” signal will be given. The “All Clear” signal will consist of one (1) long warning signal of twenty (20) seconds duration. Also, as approved by the regulatory authority, blasting activity will not be conducted at times other than those announced except in emergency situations where rain, lightning, or other atmospheric conditions or operator or public safety dictates unscheduled detonation.
