ADVERTISEMENT FOR BIDS MCDOWELL COUNTY BOARD OF EDUCATION MCDOWELL COUNTY, WEST VIRGINIA COALFIELD ELEMENTARY SCHOOL General Notice McDowell County Board of Education (Owner) is requesting Bids for the construction of the following Project: Coalfield Elementary School Thrasher Project 060-10301 Bids for the construction of the Project will be received at the McDowell County Board of Education located at 900 Mt. View Road, Welch, WV 24801 until Thursday, March 2, 2023, at 1:00 p.m. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Site and Building Construction for a new elementary school. Site work includes, but is not limited to landscaping, asphalt parking areas and driveways, concrete sidewalks and curbing, storm water system, utility extensions and earthwork including over excavation and cement stabilization. The building is a 55,948 SF, single-story facility with masonry load bearing walls on a spread footing foundation system. Roofing consists of membrane and metal roofing over steel and heavy timber framing. Exterior walls are brick and stone veneer, fiber cement and metal panel siding with aluminum storefront systems and hollow metal doors. Interior partitions consist of masonry and metal studs with wood doors. Interior finishes include gypsum board, paint, polished concrete, luxury vinyl tile, epoxy flooring, porcelain tile, lay-in acoustical ceilings and suspended ceilings. The Work includes all associated mechanical, electrical, and plumbing. Bids are requested for the following Contract: Coalfield Elementary School The Work will be substantially completed as indicated by the Bidder during the bidding process. Liquidated damages shall be $750.00 per day. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying the amount of each set listed below. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents will be transmitted to the prospective Bidder. Bids shall be submitted using a three-envelope system. All of the following must be included and sealed in an opaque envelope labeled “Envelope #1”: 1. Refer to SBA Supplementary Instructions to Bidders (SBA Form 400) within the Specifications. The completed and signed bid form shall be sealed in an opaque envelope labeled “Envelope #2 Bid Form”. Envelopes #1 and #2 shall be sealed inside of an opaque envelope addressed to the party receiving the bids, and shall be identified with the project name, the bidder’s name and address and the designated portion of the work for which the bid is submitted. If the Bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation “SEALED BID ENCLOSED” on the face thereof. Failure to provide any of the required documentation will result in disqualification of the bid being submitted. Should the bid be disqualified under this provision, the required bid bond will be returned to the bidder. A Bidder may not withdraw his Bid for a period of thirty (30) days after the date set for the opening of Bids. Name and address of Bidder Bid on Coalfield Elemental School Received by the McDowell County Board of Education Bids shall be accompanied by a bid bond payable to McDowell County Board of Education in an amount equal to five percent (5%) of the base bid. Bidders must hold a current West Virginia contractor’s license on the date of Bid Opening. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The McDowell County Board of Education reserves the right to reject any and all bids. Pre-bid Conference A MANADATORY pre-bid conference for the Project will be held on Tuesday, February 14, 2023, at 1:00 p.m. at McDowell County Board of Education, located at 900 Mt View Road, Welch, WV 24801. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. Instructions to Bidders.
