Request for Statement of Qualifications for WV Licensed Remediation Specialist Former Black Diamond Property, Huntington, West Virginia Overview Notice is hereby given that Coalfields Community Development Corporation (Coalfields) is requesting a Statement of Qualifications (SOQ) for a WV Licensed Remediation Specialist (LRS) to provide professional and technical services necessary to undertake cleanup of the former Black Diamond property, located at 2923 Park Avenue, Huntington, WV. This project is funded by an EPA Brownfields Cleanup grant. The selected LRS will be responsible for project oversight and submitting the site into the WV Voluntary Remediation Program (VRP). Background Coalfields was awarded an EPA Brownfield Cleanup Grant ($500,000 total grant award) that includes funding for additional site assessment and risk assessment, removal of targeted contaminated materials, and associated tasks to complete VRP requirements. Surface materials, subsurface soils, and groundwater have been impacted by multiple contaminants, including heavy metals, PCB’s and/or chlorinated compounds. Surface soil contaminants include heavy metals (arsenic, lead), polychlorinated biphenyls (PCB’s), and various polycyclic aromatic hydrocarbons. Subsurface soil contaminants include arsenic. Groundwater contaminants include heavy metals (arsenic, lead), chlorinated compounds and phthalates. PCB’s are present in some surface concrete materials. PCB’s and lead are present in building dust and misc. surfaces within the main building structure. Work Scope Summary Based on results of site assessment activities conducted to date, additional site activities will be required for the site to be safely reused. Activities include, but are not limited to: additional on-site sampling to facilitate the cleanup activities, risk assessment to determine allowable levels of contaminants to remain on the property as part of future site reuse, removal of contaminated dust, debris and concrete materials within the structure, post-cleanup sampling, and completion of VRP requirements. The successful LRS will be provided with all site assessment documents at the start of this project, expected to begin by the second quarter of 2020. SOQ Package Submittal Components The following criteria are required for this SOQ request: I. LRS and Firm Identification, Certification and Background II. Technical Services Experience site assessment, risk assessment, remedial design and implementation, and related experiences III. Knowledge of Local, State and Federal Applicable Laws and Regulations, including programmatic experience specifically with the WV VRP, and experience on sites with similar contamination challenges as the Black Diamond property. Include example projects related to these criteria. IV. Experience related to the U.S. EPA Brownfields Grant Program, specifically on grant management and direct interaction with EPA Program Managers. Provide example projects and summary of activities performed related to these criteria. V. References (at least 3, no more than 5) that LRS has worked directly with. Provide name, title, contact information (full address, phone, email) and associated project(s) LRS was assigned to. VI. Statement of Insurance VII. References (minimum of 3) Evaluation Criteria SOQ packages will be evaluated based upon the following: Specialized experience, technical competence and qualifications of the firm / LRS related to the WV VRP, EPA Brownfields Program, and projects similar to the Black Diamond Property Quality and completeness of the Proposal Insurance Experience and knowledge of the firm with applicable regulations Coalfields will utilize a review process using its Board, staff, and outside expertise to score each package, and develop a list of the highest scoring SOQ packages. From this list, up to three firms will be invited to interview for this project. Submission Deadline and Requirements In order to be considered prospective firms must submit a SOQ package with a signed cover letter by 5:00 p.m. on January 25th, 2020. Each sealed package must include one (1) original SOQ package and two (2) copies.
