ADVERTISEMENT FOR BIDS Restore Riverview Project Clendenin, WV NOTICE IS HEREBY GIVEN THAT 25045 – A New Clendenin, Inc. will accept sealed bids for the Restore Riverview Project at 107 Koontz Avenue, Clendenin, West Virginia as shown in the contract drawings and specifications. This project is being funded either partially or in whole, through the WV Department of Economic Development funded by U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recover (CDBG-DR) funds Housing Rental Units on the 3rd floor must be complete and available for rent by December 15, 2023. The project must be totally complete by May 31, 2024. The flood of 2016 in Clendenin, WV created severe damage to the Riverview Building. The primary damage occurred on the lowest level, 1st floor, and damaged building systems and utility services. This project will restore the Riverview Building back to function as a multi-use building with the re-opening of 10 apartment units on the 3rd floor. The scope of work involves re-locating all utilities and critical building equipment and systems to 2 feet above the base flood elevation (631.6) of the 100-year floodplain elevation on the 1st floor. The new work being implemented for new HVAC and electrical systems will provide resiliency and reduction in energy consumption. The scope also includes the buildout of approximately 12,000 sf on the 1st floor for eight office suites and multi-purpose conference and training space and storage areas. This work includes metal studs, drywall, paint, new floor finishes, acoustical ceiling tile, new lighting, electrical power distribution, new HVAC, and bathroom itchenette buildouts in each office suite. The work includes construction documents prepared by E.T. Boggess, Architect, Inc. All bids must be enclosed in 2 separate sealed envelopes bearing the name “Restore Riverview Project – Mandatory Documents” and “Restore Riverview Project – Bid Documents.” Faxed or emailed bids will not be accepted. All required documents (first envelope) will be verified prior to the opening of the bid (second envelope). Bids may be mailed or delivered to E.T. Boggess, Architect, Inc., 101 Rockledge Avenue, Princeton, WV 24740 if received prior to bid date and no later than 5:00 p.m. on Monday, April 24th, 2023. Hand-delivered, sealed bids will be received by 25045 – A New Clendenin, Inc. at the project site, 107 Koontz Avenue, Clendenin, WV 25045 between the hours of 1:00 p.m. and 2:00 p.m. on Tuesday, April 25, 2023. Bids received after that time will be returned to the bidder unopened. All sealed bids, including those submitted directly to the architect, will then be publicly opened and read aloud at 2:00 p.m. A mandatory, pre-bid meeting will be held at the existing building on Tuesday, April 4, 2023 at 2:00 p.m. All general contractors bidding the project are required to attend the meeting to familiarize themselves with the project location, site conditions and other relevant information. Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State, the Contractors WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements. Bidders on this work will be required to comply with President’s Executive Order No. 11246 which prohibits federal contractors and federally-assisted construction contractors and subcontractors, who do over $10,000 in Government business in one year from discriminating in employment decisions on the basis of race, color, religion, sex, sexual orientation, gender identity or national origin. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act (most recent wage scale rates available at sam.gov), Section 3 Business Concerns, the Copeland Act, the Contract Work Hours and Safety Act, the Americans with Disabilities Act, and the West Virginia Code 21-1D-5 requiring a Drug Free Workplace and have non-segregated facilities. Any and all construction must be in conformance with all applicable state and federal regulations. All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety company authorized to conduct business in West Virginia, in an amount equal to 5% of the bid. The successful bidder will be required to furnish and pay for a 100% Performance and Material Payment Bond in the amount of the bid and prior to entering contract.
