ADVERTISEMENT FOR BIDS TOWN OF BUFFALO PUTNAM COUNTY, WEST VIRGINIA VANDALIA GROWERS SANITARY SEWER EXTENSION General Notice The Town of Buffalo (Owner) is requesting Bids for the construction of the following Project: Vandalia Growers Sanitary Sewer Extension Bids for the construction of the Project will be received at the Town of Buffalo Office located at 153 Franklin Street, Buffalo, WV 25033, September 7, 2023 at 2:00 pm local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: The project includes approximately 170 LF of 8″ PVC gravity sewer pipe, 1 EA 4′ diameter standard manhole (0-6′), 1 EA remove existing cleanout and replace with 4′ diameter manhole (0-6′), 40 LF 16″ steel casing pipe open cut, 1 EA connect to existing line or structure, 280 SY 2″ asphalt paving replacement, pre-construction video, and WVDOH inspection fees. No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids. Obtaining the Bidding Documents The Bidding Documents may be examined at the following locations: Ghosh Engineers, Inc. 4710 Chimney Drive, Suite A Charleston, WV 25302 Town of Buffalo 153 Franklin Street Buffalo, WV 25033 Contractor’s Association of WV 2114 Kanawha Blvd., East Charleston, WV 25311 Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of Ghosh Engineers, Inc.) on Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $75.00 for each set. Each set will include the Construction Drawings and one set of Specifications. For each set of Bidding Documents requested to be shipped by the Engineer, an additional charge of $25.00 per set shall be added to the payment required. Pre-bid Conference A MANDATORY pre-bid conference for the Project will be held on August 29, 2023 at 2:00 pm at the Town of Buffalo, 153 Franklin Street, Buffalo, WV 25033. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. Bid Security A certified check made out to the Town of Buffalo, or a Bid Bond executed by the Bidder and Bidder’s surety company approved by the Town of Buffalo, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid. No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United Sates, the State of West Virginia, and r local ordinance. Bidding Method The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following: Envelope No. 1 a. Bid Bond b. Copy of Current West Virginia Contractor’s License c. Acknowledgement of Receipt of Addenda to Plans, Specifications and Contract Documents d. Drug Free Workplace Affidavit Envelope No. 2 e. Bid Form Contractor’s License All bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code. Time of Completion The Time of Completion for this Contract shall be 60 consecutive calendar days beginning with the Award of Contract and written Notice to Proceed. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
