LEGAL NOTICE REQUEST FOR PROPOSALS FOR ACCOUNTANT, PROJECT ATTORNEY, APPRAISER, REVIEW APPRAISER, RIGHT-OF-WAY NEGOTIATOR, BOND COUNSEL Beckley Water Company, Raleigh County, West Virginia is in the process of obtaining professional services necessary to complete Beckley Water Company’s Lead Service Line Replacement Plan (LSLRP). These services include appraiser, review appraiser, right-of-way negotiator, accountant, project attorney, and bond counsel. The selected professionals will work closely with all members of the project team. The selected accountant will provide accounting services to prepare Rule 42 Exhibit to accompany the IJDC application as well as the application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission, in addition to any other services needed in relation to the project. The project attorney is an integral part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include obtaining a Certificate of Convenience from the West Virginia Public Service Commission, title work as necessary to obtain construction rights-of-way and parcels, and review of all contracts and related documents, as necessary. The selected appraiser, review appraiser, and right-of-way negotiator will work closely with the project attorney and engineer to obtain all necessary rights-of-way and parcels. The selected bond counsel is an integrate part of the project team and will work closely with the project team to complete all necessary services in relation to the project. Sources of funding are WV Drinking Water Treatment Revolving Fund and WV Infrastructure & Jobs Development Council. Procurement of said services will be in accordance with WV Code Chapter 5G and 2 CFR 200. Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed basis for services.
