Tariff Form 12 PUBLIC NOTICE OF CHANGE IN SEWER RATES BY THE TOWN OF WINFIELD Notice is hereby given that the CITY OF WINFIELD, on August 15, 2023 will enact an ordinance containing increased rates and charges for furnishing sewer service to its 1,169 customers in Putnam County. SEWER RATES – SCHEDULE 1 The proposed increased rates and charges will become effective September 27, 2023 unless otherwise ordered by the Public Service Commission (the “Commission”) and will produce approximately $95,195.00 annually in additional revenue, an increase of 10%. The average monthly bill for the various classes of customers will be changed as follows: Residential (3,500 gallons) ($) INCREASE $ 5.60 INCREASE (%) 10% Commercial (10,000 gallons) ($) INCREASE $16.00 INCREASE (%) 10% Public Authority (19,000 gallons) ($) INCREASE $30.40 INCREASE (%) 10% The increases shown are based on averages of all customers in the indicted class. Individual customers may receive increases that area greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increase or decrease) by the Commission in its review of this filing. The Commission shall review and approve or modify the increased rates only upon the filing of a petition within thirty (30) days of the adoption of the ordinance changing said rates or charges, by: (1) Any customer aggrieved by the changed rates or charges who presents to the Commission a petition signed by not less than 25% of the customers served by such municipality operated public utility; or (2) Any customer who is served by the City’s sewer system who resides outside the corporate limits and who is affected by the change in said rates or charges and who presents to the Commission a petition alleging discrimination between customers within and without the City’s boundaries. Said petition shall be accompanied by evidence of discrimination; or (3) Any customer or group of customers who are affected by said change in rates who reside within the City’s boundaries and who present a petition to the Commission alleging discrimination between said customer or group of customers and other customers of the City’s sewer system. Said petition shall be accompanied by evidence of discrimination.
