AIR QUALITY PERMIT NOTICE Notice of Application Notice is given that Panther Creek Mining, LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Registration for a Coal Screening Plant System to be located on the Tom’s Fork Surface Mine, near Eskdale, West Virginia. The facility coordinates are as follows: latitude 38.049011 and longitude -81.476414. The applicant estimates the potential to discharge the following Regulated Air Pollutants from the diesel combustion engines will be: criteria pollutants for the engine is estimated to be: NOx 0.3167 tons per year, CO 2.7713 tons per year, VOC 0.1504 tons per year, SOx 0.9877 tons per year and PM10 0.0158 tons per year. The potential to emit hazardous pollutants from the engines is estimated to be: Benzene 0.00408 tons per year, Toluene 0.00179 tons per year, Xylene 0.00125 tons per year, Acetaldehyde 0.00335 tons per year, Acrolein 0.0004 tons per year and Formaldehyde 0.0052 tons per year. Total HAPs is estimated to be 0.01657 tons per year. The applicant estimates the potential to discharge the following Regulated Air Pollutants associated with the operation of the screening plant will be: facility particulate matter potential to emit baseline emissions of 51 tons per year, particulate matter less than 10 microns emissions total of 24 tons per year and particulate matter facility emissions total of 481 tons per year. The total controlled Facility Emissions Total for particulate matter less than 10 microns is estimated to be 151 tons per year. Startup of operation is planned to begin upon permit approval.
