AIR QUALITY PERMIT NOTICE Notice of Open Comment Period On October 10, 2023, Charleston Area Medical Center, Inc. (CAMC) applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a permit modification to add and operate a temporary natural gas fired boiler and a permanent emergency generator to be located at CAMC’s Memorial Hospital at 3200 MacCorkle Avenue SE, Charleston, Kanawha County, WV 25304 at 38.32844DEGREES N latitude and -81.60500DEGREES W longitude. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of an open comment period for permit application R13-2451F. The following changes in potential to emit (PTE) will be authorized by this permit action: increases in Particulate Matter (PM) of 1.2 TPY; Sulfur Dioxide (SO2) of 0.10 TPY; Nitrogen Oxide (NOx) of 24.92 TPY; Carbon Monoxide (CO) of 12.91 TPY, Volatile Organic Compounds (VOC) of 1.00 TPY; and Hazardous Air Pollutants (HAPs) of 0.30 TPY. Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Friday, February 9, 2024. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate. The purpose of the DAQ’s permitting process is to make a preliminary determination if the proposed modification will meet all state and federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination. Only written comments received at the address noted below within the specified time frame, or comments presented orally at a scheduled public meeting, will be considered prior to final action on the permit.
