WEST VIRGINIA SCHOOL OF OSTEOPATHIC MEDICINE REQUEST FOR PROPOSAL RFP# WVSOM-24-P-103 Open-End Architectural f%] Engineering Services Agreement The West Virginia School of Osteopathic Medicine (WVSOM) located at 400 Lee Street North, Lewisburg, WV 24901 invites qualified architectural ngineering firms to submit a request for proposal (RFP) for the WVSOM-24-P-103 Open-End architectural ngineering services agreements for multiple projects as listed in the RFP. Scope of Work: The mission or purpose of the projects for which an RFP is being solicited is to provide necessary architectural, engineering, and other related professional services to design and specify bid packages for construction as well as provide construction contract administration, for improvements and repairs to multiple buildings throughout the WVSOM campus. A MANDATORY PRE-BID MEETING AND TOUR is scheduled for Wednesday, 21/4ONE-HALF4 at 10:00 am in E-124 OCS Classroom. Vendors must arrive promptly by 10:00am in order to participate in the pre-bid meeting and tour. Late arrivals will not be allowed to participate. NOTICE OF PUBLIC HEARING CITY OF HUNTINGTON AND THE CABELL HUNTINGTON WAYNE HOME CONSORTIUM The City of Huntington and the Cabell-Huntington-Wayne HOME Consortium will conduct a Public Hearing concerning the Fiscal Year 2024 Annual Action Plan. The public hearing will be held at 1:30 P.M. on Tuesday, February 20, 2024. The City Council Chambers and the Huntington City Hall are accessible to persons with physical disabilities. The purpose of this public hearing is to gather information for the City’s Annual Action Plan for FY 2024, which the City will be submitting to the U.S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG) Entitlement Funds, HOME Investment Partnership Program (HOME) funds, and Emergency Solutions Grant (ESG) Funds. The hearing will be used to solicit the views and comments of individuals and organizations concerning the City’s housing, community development and economic development needs along with the housing needs for the Consortium. The information gathered will be used in the preparation of the Annual Action Plan for FY 2024. Based on last year’s funding level, the City of Huntington anticipates that it will receive an estimated allocation of $1,664,865 in CDBG Funds; $759,815 in HOME Investment Partnership Funds; and $145,321 in ESG Funds, which is subject to U.S. Department of Housing and Urban Development allocation of the FY 2024 Federal Funds. The City also anticipates receiving approximately $50,000 in HOME program income. At least 70% of the CDBG funds must benefit low to moderate-income persons living in the City of Huntington. The following types of activities may be eligible for funding under the CDBG program: acquisition of property; disposition costs; improvements to public facilities, including the removal of architectural barriers; demolition and environmental clean-up; public services that are new or a quantifiable increase in the level of service; rehabilitation of houses; code enforcement; special economic development activities; special activities undertaken by a community based development organization; home ownership assistance for purchase; planning; environmental reviews; program administration; and other miscellaneous activities. If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted to another use, as a result of CDBG funds. HOME funds may be used for any of the following: rehabilitation of owner-occupied housing, assistance to homebuyers, rental housing activities, tenant-based rental assistance, and administrative purposes. ESG funds may be used for five program components: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, data collection, and administrative activities.
