INSTITUTE, WV 25064 Location: INSTITUTE, KANAWHA COUNTY Latitude: 38:23:11 Longitude: 81:47:55 Receiving Stream: KANAWHA RIVER Activity: To operate and maintain a treatment and disposal system and best management practices for the direct discharge of treated industrial wastes (process wastes, cooling water, storm water and sewage) into the Kanawha River via Outlet 004 near Milepoint 48.0. To operate and maintain a disposal system and best management practices for the direct discharge of non-contact cooling water and untreated storm water to the Kanawha River via Outlets 002, 003, and 005 between Milepoints 48.8 and 49.2. To operate and maintain disposal systems and best management practices for the direct discharge of untreated storm water via Outlets 015-017, 020, 022-025, 027, 050, and 051 to the Kanawha River between Milepoints 48.8 and 49.5. To operate and maintain disposal systems and best management practices for the direct discharge of untreated storm water via Outlets 060-063 to Ryan’s Branch of the Kanawha River near Milepoint 48. To operate and maintain disposal systems and best management practices for the direct discharge of untreated storm water via Outlets 056, 076, and 077 to Washington Branch of the Kanawha River near Milepoint 49.4. To operate and maintain disposal systems and best management practices for the direct discharge of untreated storm water via Outlets 028-029, 031, 033-035, 043, 046, 059, and 064 to Goff Branch of the Kanawha River near Milepoint 49.4. To operate and maintain two intake systems designated as Outlets 013 and 019 for the withdrawal of water from the Kanawha River and for subsequent backwash near Milepoint 48.9. Implementation: N On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.
