NOTICE GRAVITATE TO WV LLC REQUEST FOR QUALIFICATION STATEMENTS GRAVITATE TO WV LLC (“Owner”) of Kanawha County, West Virginia is seeking proposals (“Proposals”) from qualified firms or individuals (“Offerors”) for professional environmental and surveying services. These services may include but are not limited to: 1. Environmental Permitting Services in accordance with the National Environmental Policy Act 2. Surveying Services 3. Other technical services that may be necessary to complete this project Proposals must include a statement of qualifications (“SoQ”) related to the selection criteria below, as well as an explanation of how the Offeror proposes to complete the project outcome within a timely manner. Offerors’ Proposals will be considered based on the following selection criteria: 1. Experience and qualifications of the firm 2. Experience and qualification of individuals available for assignment 3. Accessibility to and familiarity with the proposed Gravity Adventure Park project 4. Relevant experience in providing services for projects of similar scope 5. Capacity to perform the desired task in a timely manner, taking into consideration the current and planned workload of the Offeror 6. Availability of qualified employees able to provide, or have in place contractual agreements with other firms or individuals to provide, the following services or expertise: surveying and environmental permitting. Offerors will be evaluated based on the selection criteria listed above. Following the evaluation process Offerors will be ranked and negotiations will begin with the top ranked Offeror. If an agreement is satisfactorily advantageous to the Owner and considered fair and reasonable, the award shall be made to that Offeror. Otherwise, negotiations with the Offeror ranked first shall be terminated formally, and negotiations conducted with the Offeror ranked second, and so on until a satisfactory agreement is reached. The Owner reserves the right to retain the selected firm to provide permitting and surveying services, and other tasks required for any project(s) identified in or related to this Gravity Adventure Park project. Gravitate to WV LLC reserves the right to accept or reject any or all Proposals. The contract will be awarded to the responsible Offeror whose Proposal is within the competitive range and determined to be the most advantageous to the Owner. Procurement of professional engineering services shall be in accordance with WV Code Chapter 5G+3 and 24 CFR 85.35 and 85.36. The object of the competitive process is to select the firm who will provide the highest quality of service at a reasonable fee. Accordingly, technical qualifications and experience will be weighed heavily. The Owner shall evaluate the SoQs, performance data and other materials submitted by Offerors and select the Offeror which, in the Owner’s opinion, is best qualified to perform the desired service within the required timeframe. Interviews may be conducted with discussions regarding anticipated concepts and proposed methods of approach. The Owner shall rank, in order of preference, the Offeror deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for services. Gravitate to WV LLC will afford full opportunity for minority and women-owned business enterprises to submit Proposals in response to this invitation and will not discriminate against any firm or individual on grounds of race, creed, color, sex, age, handicap status, or national origin in the contract award.
