INVITATION TO BID The Wayne County Commission (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies and transportation for the 3rd Floor Courtroom Renovations, Wayne County Courthouse, 700 Hendricks Street, Wayne WV 25570. All bids must be submitted in accordance with the Bidding Documents issued by the Architect – Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701 – and this Invitation to Bid. Bids are to be submitted to the County Commission Conference Room (Room 103), Wayne County Courthouse, 700 Hendricks Street, Wayne WV 25570 on or before 3:00 p.m. local time on Thursday, June 27th, 2024, at which time bids will be opened and read aloud. Bids submitted by United States Postal Service must be mailed to: County Commission of Wayne County, P.O. Box 248, Wayne WV 25570. If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with “Contractor Bid – 3rd Floor Courtroom Renovations, Wayne County Courthouse” highlighted on the outside of the outer envelope. Work shall include expansion and other renovations of the Courtroom and related areas on the 3rd Floor of the Wayne County Courthouse. The gross existing floor area of the Third Floor is approximately 5,850 square feet and the project area approximately 4,360 square feet. The scope of work includes selective demolition of partitions, ceilings, doors, frames, finishes, plumbing fixtures, lighting (with some salvage for reuse), and other infrastructure indicated. New work includes metal stud partitions, acoustical ceilings, interior finishes, casework, plumbing, HVAC, electrical, data and systems. A re-build and replacement of selective elevator equipment of the existing 4-stop elevator is included as an Add Alternate. Paper copies may be obtained by similar request and receipt of a non-refundable check for $150 made payable to Edward Tucker Architects. Paper copies may not be returned for refund. Bid Documents may be viewed at the office of the Architect (Edward Tucker Architects Inc., 1401 Sixth Avenue, Huntington WV 25701, tel. 304-697-4990), the Owner, Contractors Association of WV, Parkersburg arietta Contractor’s Association, Ohio Valley Construction Employer’s Council, Kanawha Valley Builder’s Association, Construction Employers Association of North Central WV, CMD Group, Dodge Construction Central, and the Pittsburgh Builders Exchange. Bidders will be required to provide Bid security in the form of a Bid Bond as found in the Project Manual. A Contract Performance Bond and a Contract Materials and Labor Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor. Other bidding requirements are described in the Project Manual. A Mandatory Pre-Bid Meeting will be held at 10:00 a.m., June 18, 2024, at the Wayne County Courthouse, Commission Chambers, after which a tour of the Project site will occur. Attendance is mandatory. All Prime Bidders MUST attend the pre-bid meeting to familiarize themselves with the Project and other relevant information. Should any Bidder fail to attend, their Bid will be disqualified. This Project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022. All bids must comply with 30-42-6 of the West Virginia State Code “West Virginia Contractor Licensing Act.” Submit offer on the Bid Form provided. The Owner intends to issue a letter of intent to award a contract within 30 days of the bid date; however, bidders will be required to submit offer under a condition of irrevocability for a period of 60 days after submission.
