ADVERTISEMENT TO BID Sealed bids for the Salt Rock Sewer Public Service District’s Contract 1: Control Panel Upgrades, Small Pump Stations and Contract 2: Upgrade of Pumps, Small Pump Stations will be received by the Salt Rock Sewer Public Service District, 419 Padero Drive, Ona, West Virginia 25545, until 1:30 PM, LPT, on July 11, 2024 for furnishing labor and materials and performing all work set forth in the Advertisement to Bid, Instructions for Bidders, Bid Bond, Bid Form, and Contract Documents prepared by Potesta & Associates, Inc., and all addenda issued prior to receipt of Bids. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The Work to be bid upon is generally described as follows: Contract 1: Replacement of existing control panels, electrical disconnects, with new control panels and electrical disconnects at Yates 1, Ona Apartments, and Dent pump stations. Contract 2: Replacement of existing control panels, electrical disconnects, and pumps at Adkins, Dick, Kiff, Hill Grinder, and Rush pump stations. Upgrading of other appurtenances associated with replacing grinder pumps at Adkins, Dick, Kiff, Hill Grinder, and Rush pump stations, including, but not limited to, replacement of slide rails and other appurtenances, seeding and mulching, and erosion control. Construction time limit for the Contract is 365 consecutive calendar days to substantial completion. If paying by check, make check payable to Potesta & Associates, Inc. If paying electronically, call POTESTA at the above number and ask for the accounting department. Prospective Bidders may obtain previously ordered Bidding Documents by appointment at the Issuing Office Monday through Friday between the hours of 10:00 a.m. and 4:00 p.m. Cost does not include shipping charges. Neither Owner or Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than Issuing Office. Instructions for Bidders and Bid Form will be furnished upon request. The two-envelope system will be used for bidding this project. Refer to the bid documents for specifics. The successful low bidder will be provided four (4) complete sets of plans and specifications at no additional cost after the contract has been signed. Any additional plans or specifications that are requested will be provided at a cost of $50.00 for each set of plans and $50.00 for each set of specifications. Payment by either cash or check must be made upon delivery. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Salt Rock Sewer Public Service District in an amount not less than five percent (5%) of the base bid. A mandatory Pre-Bid Conference will be held at the offices of the Salt Rock Sewer Public Service District, 419 Padero Drive, Ona, West Virginia 25545, on June 27, 2024 at 1:30 PM. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Salt Rock Sewer Public Service District reserves the right to reject any and r all bids. Bidders must comply with the President’s Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Section 3 Segregated Facilities, Section 109 and the Contract Work Hours Standard Act. Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin. Federal Law prohibits discrimination on the grounds of race, color, national origin, religion, age, handicap and sex in this project. Minority firms are particularly encouraged to participate. Bidders must comply with Disadvantaged Business Enterprise utilization or EPA Federal Regulation 40 CFR Part 33-Procurement Under Assistance Agreements stated that loan recipients and Contractors must comply with six affirmative steps as outlined on 33.240 and any other requirements of the state. DBE REQUIREMENTS Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the Contract Documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this Contract. The Bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid. The Bidder agrees to make “good faith efforts” to subcontract a portion of the total value of the Contract to Disadvantaged businesses. This shall be done in compliance with six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the Bidder in execution of the work under this contract. Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by American Rescue Plan Act (ARPA) Funding and the Salt Rock Sewer Public Service District. Bidders are required to have West Virgnia Contractor’s license per Section 21-11-11 of the West Virginia code.
