INVITATION TO BID The Huntington City Mission (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies and transportation for A New Low Barrier Shelter for the Huntington City Mission, 625 11th Street, Huntington, WV 25701. All bids must be submitted in accordance with the Bidding Documents issued by the Architect – Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701 – and this Invitation to Bid. Bids are to be submitted to Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701 on or before 2:00 p.m. local time on Thursday, August 15, 2024, at which time bids will be opened and read aloud. Bids submitted by United States Postal Service must be mailed to: Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701. If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with “Contractor Bid – A New Low Barrier Shelter for the Huntington City Mission” highlighted on the outside of the outer envelope. Work shall include construction of a new steel and masonry building to serve as a low barrier shelter on the campus of the Huntington City Mission on the south side of the intersection of 11th Street and the alley between 6th and 7th Avenues, located at 625 11th Street, Huntington, West Virginia. The gross new building area is approximately 4,520 square feet. Construction work includes: brick veneer exterior with concrete masonry unit backup; concrete masonry unit interior walls; aluminum storefront; exterior and interior doors; ceilings, wall and floor finishes; new lockers; systems and finishes; HVAC, plumbing, fire protection; new lighting, electrical and telecommunication systems; site work. There are deduct alternates for site chain link fencing and lockers. There are Allowances for signage, testing services, and contingency. Bidders may obtain Bidding Documents in Portable Document Format (pdf) at no charge via email. Paper copies may be obtained by similar request and receipt of a non-refundable check for $150 made payable to Edward Tucker Architects. Paper copies may not be returned for refund. Bid Documents may be viewed at the office of the Architect (Edward Tucker Architects Inc., 1401 Sixth Avenue, Huntington WV 25701, tel. 304-697-4990), Contractors Association of WV, Parkersburg arietta Contractor’s Association, Ohio Valley Construction Employer’s Council, Kanawha Valley Builder’s Association, Construction Employers Association of North Central WV, Dodge Construction Central, and the Pittsburgh Builders Exchange. Bidders will be required to provide Bid security in the form of a Bid Bond as found in the Project Manual, in the amount of not less than 5% of the total amount bid, including all alternates. A Contract Performance Bond and a Contract Materials and Labor Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor. Other bidding requirements are described in the Project Manual. Bidders will be required to complete the Work (Substantial Completion) within 200 (two hundred) calendar days from the date of commencement. As actual damages for delay in completion of the Work are impossible to determine, the successful Bidder (Contractor) and his Surety shall be liable for and shall pay to the Owner the sum of $1000, not as a penalty, but as fixed, agreed and liquidated damages for each calendar day of delay until the Contract Work is substantially completed as defined in the General and Supplementary Conditions of the Contract for Construction. A Mandatory Pre-Bid Meeting will be held at 9:00 a.m., July 31, 2024, at the site located at 625 11th Street, Huntington, WV, after which a tour of the Project site will occur. Attendance is mandatory. All Prime Bidders MUST attend the pre-bid meeting to familiarize themselves with the Project and other relevant information. Should any Bidder fail to attend, their Bid will be disqualified. This Project is subject to the Davis-Bacon Wage Act due to the grant funding sources. All bids must comply with 30-42-6 of the West Virginia State Code “West Virginia Contractor Licensing Act.” Submit offer on the Bid Form provided. The Owner intends to issue a letter of intent to award a contract within 30 days of the bid date; however, bidders will be required to submit offer under a condition of irrevocability for a period of 60 days after submission.
