ADVERTISEMENT FOR BID Sealed proposals will be received by the City of Spencer, 116 Court Street, Spencer, West Virginia, at the Municipal Building, until 1:30 p.m., local prevailing time, August 29, 2024, at which time all sealed BIDS received in complete order will be publicly opened and read aloud for: 2024 STREET PAVING PROJECT Contract No. 1 – Consisting of approximately 1,850 tons of hot-mixed asphalt wearing course in place, 3,500 square yards of standard pavement milling, and miscellaneous appurtenances. The City of Spencer reserves the right to reject any or all Bids, including without limitation, nonconforming, non-responsive, unbalanced, or conditional Bids. OWNER further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to be non-responsible. OWNER may also reject the Bid of any Bidder if OWNER believes that it would not be in the best interest of the Project to make an award to that Bidder. OWNER also reserves the right to negotiate Contract terms with Successful Bidder. No BID may be withdrawn for a period of thirty (30) days after the time of the opening of the BIDS. A Bid must be accompanied by Bid security made payable to Owner in an amount of five percent of the Bid price in the form contained in the Project Manual issued by an approved Surety or a cashier’s check in this amount. Performance and Payment Bonds are required in the amount of 100% of Contract amount issued by an approved Surety in the form contained in the Project Manual. Any Contractor submitting a BID on this project hereby certifies, indicates, and acknowledges that he has a proper, current, valid license, in accordance with the requirements of West Virginia State Code 21-11-6 and 21-11-11, to perform the contemplated work and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.
