TO: Any claimant of a right or interest in said property. You have the right to file a claim to the herein described property on or before the 5th day of September, 2024 at 11:00 am. Any such claim must clearly state the identity of the claimant and an address where legal process can be served on said claimant. The property seized and the subject of this suit is described as follows: Four thousand five hundred seventy three dollars in U.S. Currency ($4,573.00) and a 2009 Dodge Avenger, VIN 1B3LC56BX9N545506. The law enforcement agency responsible for the seizure is the Huntington Police Department, located in Cabell County, West Virginia. The subject property was in the possession of an unknown claimant pursuant to an incident on the 1st day of June, 2017, in Huntington, Cabell County, West Virginia. That after the date for filing the said claims, an Order of the Court directing forfeiture of the seized property to the State and vesting ownership of said property in the State shall be sought. If you fail to file a claim, thereafter an Order upon proper hearing may be entered against you for the relief demanded in the petition. NOTICE OF REQUEST FOR ENGINEERING SERVICES The Page Kincaid Public Service District, located in Fayette County, West Virginia is requesting proposals from qualified engineering firms to provide engineering study, design and construction management services for a various wastewater projects the PSD may undertake from time to time. The selected consultant will be required to (1) prepare preliminary engineering report(s), (2) design and prepare construction drawings, bid specifications and bid documents, (3) evaluate bids received and make recommendation of award, (4) monitor and inspect construction activities to insure compliance with plans and specifications, (5) review and approve contractor’s pay estimates and (6) any other services needed by the City for the implementation of the project(s). The selected firm shall be retained throughout all phases of the project(s). All consultants interested in being considered must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The purpose of the competitive process is to objectively select the consultant who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Attention is directed to the fact that the project may be undertaken with a combination of State and ederal funds and all work must be performed in accordance with all applicable laws, rules and regulations. The selected firm will be required to comply with the Uniform Relocation Act, Title VI of the Civil Rights Acts of 1964, President’s Executive Order No. 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the House and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions. The selected firm must also fully comply with the Minority omen-Owned Business Enterprise and Affirmative Action requirements. If a portion of the contract is subcontracted, then “positive efforts” must be made to subcontract to Minority omen-Owned Businesses. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. The project sponsor will afford full opportunity to women-owned and minority business enterprises that submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the award of this contract. This contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Project Sponsor, price and other factors considered.
