NOTICE OF COAL TRANSPORTATION RULE WAIVER REQUEST On or about 82/31/4024, Kanawha River Terminals petitioned the Public Service Commission of West Virginia for a temporary waiver of Rule 4.7.b ofthe Coal Transportation Rules, which became effective September 9, 2014. Rule 4.7.b requires a receiver of coal to determine and report the gross vehicle weight of coal shipments transported upon the Coal Resource Transportation System with scales certified by the Division of Labor. Kanawha River Terminals is replacing the truck scales at their Quincy facility and is requesting relief of rule 4.7.b for a period of 45 days.
