Potential vendors must supply a valid W-9. The vendor must also have a valid WV business license, or a WV out-of-state vendors license through the state of West Virginia, or qualify for an exemption with the state of West Virginia. Potential vendors must be in “good standing” with the state of West Virginia, to be established as an approved vendor.
