Request for Qualifications Elkins-Randolph County Regional Airport Authority Property/Easement Acquisition Services The Elkins-Randolph County Regional Airport Authority (“Authority”) is soliciting Statement of Qualifications (“SOQ’s”) from qualified firms to provide property/easement acquisition services related to an obstruction removal project at the Elkins-Randolph County Regional Airport. It is anticipated that the obstruction removal project may be funded, in whole or in part, from grants received from the Federal Aviation Administration and the West Virginia Aeronautics Commission. Sealed SOQ’s will be received by the Authority until 4:30 P.M. on February 14, 2020, at the Elkins-Randolph County Regional Airport, 400 Airport Road, Elkins, West Virginia 26241. Section 1 – Project Background The Authority is pursuing a construction project to remove trees which are currently penetrating the approach surfaces to Runways 5 and 23 at the Elkins-Randolph County Regional Airport located in Elkins, Randolph County, West Virginia. The proposed construction project includes trimming and/or clearing trees on approximately 30 parcel owners which are in the vicinity of the airport. Section 2 – Summary of Services The services anticipated to be required by the successful firm may include, but not limited to, the following: Easement Acquisition and Negotiation Services. Section 3 – Qualifications Firms should submit three (3) copies of an interest and qualifications package for comparative evaluation, addressing the following items in general, and specifically, as appropriate, as they relate to the summary of services: 1) Familiarity and experience with property/easement acquisitions; 2) Familiarity with easement negotiation; 3) Familiarity and experience with projects funded by Federal and State agencies; and 4) Familiarity and experience with acquisitions through the utilization of eminent domain. The interest and qualifications package must specifically contain the following information: 1) Firm’s name, address, phone number and primary contact person; 2) Names and experience summaries of primary team members anticipated to be utilized on the project; 3) Firm’s availability; 4) Names and experience summaries of outside firms anticipated to be utilized; and 5) References. The Authority intends to interview, either in-person or via telephone, responding firms to establish a ranking based on qualifications. The Authority intends to enter into negotiations with the top ranked firm for an agreement to provide the required services. If an agreement is reached, the Authority will enter into a written agreement with the selected firm for the project. If an agreement cannot be reached, the Authority will enter into negotiations with the second ranked firm. The Authority reserves the right to re-initiate the procurement process at its discretion. Respondents shall not include estimated fees or hourly bill rates with the interest and qualifications package. Section 4 – Contract Stipulations The selected firm(s) will be required to enter into a written professional services agreement with the Authority upon selection. The submission of a response shall serve as an acknowledgement that the responding firm is willing and able to enter into a written agreement with the Authority. The contract will be subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and the provisions of Transportation Regulation 49 CFR Part 26 (Disadvantaged Business Enterprise Participation).
