ADVERTISEMENT FOR BIDS TOWN OF MATEWAN MATEWAN, WEST VIRGINIA RED JACKET SANITARY SEWER UPGRADE PROJECT Town of Matewan is requesting Bids for the construction of the following Project: Red Jacket Sanitary Sewer Upgrade Project Bids for the construction of the Town of Matewan Red Jacket Sanitary Sewer Upgrade Project will be received by the Town of Matewan at City Hall, located at 617 East Third Avenue, Matewan, West Virginia, 25678 until 1:00 p.m. local time on Wednesday, December 11, 2024, at which time the Bids received will be publicly opened and read. The Project includes the following Work: Furnishing all materials, labor, and necessary items for the construction and installation of approximately 23,790 LF of 8″ and smaller diameter gravity sewer line; 167 wastewater manholes; cleanouts, service laterals and all other items and appurtenances as outlined in the Plans and Specifications. DBE REQUIREMENTS Each Bidder must fully Comply with the Disadvantaged Business Enterprises, and Affirmative Action Requirements, as identified in the contract documents. The Bidder agrees to make “positive efforts” to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170I u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted project covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The parties of this contract agree to comply with HUD’s regulations in 24 CFR Part 135, which implement Section 3.
