ADVERTISEMENT FOR BIDS TOWN OF MATEWAN MATEWAN, WEST VIRGINIA RED JACKET SANITARY SEWER UPGRADE PROJECT Town of Matewan is requesting Bids for the construction of the following Project: Red Jacket Sanitary Sewer Upgrade Project Bids for the construction of the Town of Matewan Red Jacket Sanitary Sewer Upgrade Project will be received by the Town of Matewan at City Hall, located at 617 East Third Avenue, Matewan, West Virginia, 25678 until 1:00 p.m. local time on Wednesday, December 11, 2024, at which time the Bids received will be publicly opened and read. The Project includes the following Work: Furnishing all materials, labor, and necessary items for the construction and installation of approximately 23,790 LF of 8″ and smaller diameter gravity sewer line; 167 wastewater manholes; cleanouts, service laterals and all other items and appurtenances as outlined in the Plans and Specifications. Bids are requested for the following Contract: Town of Matewan Red Jacket Sanitary Sewer Upgrade Project Owner anticipates that the Project’s total bid price will be approximately $4,550,000. DBE REQUIREMENTS Each Bidder must fully Comply with the Disadvantaged Business Enterprises, and Affirmative Action Requirements, as identified in the contract documents. The Bidder agrees to make “positive efforts” to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term “subcontract” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. NONDISCRIMINATION IN EMPLOYMENT This project is to be funded in part by a grant from the Community Development Block Grant (CDBG) Program, a grant from the Appalachian Regional Commission (ARC) and funding from the United States Department of Agriculture, Rural Utilities Service, and shall be referred to as the Red Jacket Sanitary Sewer Upgrade Project. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170I u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted project covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The parties of this contract agree to comply with HUD’s regulations in 24 CFR Part 135, which implement Section 3. Bidders’ attention is directed to the Section 3 “Clause” set forth in the contract documents. Bidders on this work will be required to comply with the President’s Executive Order No. 11246 entitled “Equal Employment Opportunity” as amended by Executive Order No. 11375 and “HUD Section 109,” which prohibits discrimination in employment regarding race, creed, color, sex or national origin. ADVERTISEMENT FOR BIDS The Cabell County Board of Education, hereinafter referred to as the Owner, invites qualified contractors to submit sealed bids for the new Build-Out for the Woody Williams Center for Advanced Learning Careers Low-Voltage Systems. according to Bidding Documents prepared by ZMM, Inc. Architects and Engineers. Sealed bids will be received at the offices of the Owner, 2850 Fifth Avenue, Huntington, West Virginia 25702 until 1:30 p.m. local time, on December 5, 2024 at which time and place the bids will be publicly opened and read.
