ADVERTISEMENT FOR BIDS HUNTINGTON MUNICIPAL DEVELOPMENT AUTHORITY CABELL COUNTY, WEST VIRGINIA CONTRACT #1 THE FOUNDRY – SITE AND UTILITIES General Notice Huntington Municipal Development Authority (Owner) is requesting Bids for the construction of the following Project: Contract #1 The Foundry – Site and Utilities T60-11055 Bids for the construction of the Project will be received at the Huntington Municipal Development Authority Office located at City Hall 800 5th Avenue, Huntington, WV 25701 – Lower Level- Room 34 until Tuesday January 7th, 2025 at 2 pm local time. At that time the Bids received will be publicly opened in City Council Chambers 1st floor and read. The Huntington Municipal Development Authority EDA #01-79-15297 will be partially funded with federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal Laws and regulations associated with that program. The Project includes the following Work: The construction of two new roadways and site parking lot with utilities for the new welding and robotics center. This work includes approximately 950 cubic yards of aggregate stone base, 1700 tons of asphalt base course, 510 tons of asphalt wearing, roadway pavement markings, 3,620 LF of combination curb and gutter, 5 type B inlets, 13 type F inlets, 13 sewer manholes, 1600 LF of 8″ PVC sewerline, 1750 of 6″ waterline, 1600 LF of gasline and 2000 LF of conduit trench bank. Bids are requested for the following Contract: Contract #1 The Foundry – Site and Utilities The Work will be substantially completed within 240 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 270 days after the date when the Contract Times commence to run. Liquidated damages shall be $1500 per day. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying the amount of each set listed below. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents will be transmitted to the prospective Bidder. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract – Contract #1 The Foundry – Site and Utilities Received by the Huntington Municipal Development Authority Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Huntington Municipal Development Authority in an amount equal to five percent (5%) of the base bid. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5. Suspension and Debarment – Recipient shall not entertain the use of businesses that are listed on the “System for Award Management” (SAM) at www.Sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. WV Contract Licensing Act – All bidders are required to have a WV Contractor’s License per Section 30-42-12 of the WV Code. 5. Buy America Notice of Federal Wage Requirements -Contractors are required to comply with all laws pertaining to federal wage rates as issued in accordance with the Davis Bacon act. The contractor will be required to pay the federal wage rates appropriate for each worker classification. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Huntington Municipal Development Authority reserves the right to reject any and all bids. Pre-bid Conference A Mandatory Pre-bid conference for the Project will be held on Wednesday December 11, 2024 at City Hall 800 5th Avenue, City Council Chambers, 1st floor, Huntington, WV 25701. at 10:00am.
