AIR QUALITY PERMIT NOTICE Notice of Application Notice is given that Jacks Branch Coal Company has applied to the West Virginia Department of Environmental Protection, Division of Air Quality for a Class II Administrative Update to Permit R13-1975J for the Mammoth Coal Preparation Plant for the addition of a Rail Off-Loading System. The facility is located off of U.S. Route 60 near Montgomery, in Kanawha County, West Virginia. The latitude and longitude coordinates are: 38.1825, -81.3422. The applicant estimates the increase in potential to discharge the following Regulated Air Pollutants will be: PM of 6.38 tons per year (tpy), PM10 of 3.03 tpy, and PM2.5 of 0.46 tpy. The facility is operational and additional equipment will be added upon issuance of the permit. AIR QUALITY PERMIT NOTICE Notice of Open Comment Period On October 22, 2024, Hercules International, Inc., applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for an after-the-fact permit to construct and operate an existing manufacturer of forging and machined products located in Cabell County, WV at 38.459744 and -82.308788. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of an open comment period for permit application R13-3698. The following potential emissions will be authorized by this permit action: Particulate Matter, 0.19TPY. Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Wednesday, November 27, 2024. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate. The purpose of the DAQ’s permitting process is to make a preliminary determination if the after-the-fact construction will meet all state and federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination.
