Request for Proposals for Grid-Tier System(s) The City of Kenova is interested in adding solar systems to offset its electricity use to reduce utility expenses now and into the future. We seek a qualified, experienced installer to review the capacity of our property, propose a solar solution that delivers maximum financial benefit, install the system(s), and provide service or maintenance as needed over the life of the system. Dreamland Pool – 323 23rd Street Kenova, WV 25530 Site Visit (as needed): Schedule in person visits by emailing: [email protected] or [email protected] Proposals shall include: Solar design, including module layout, DC system capacity, estimated annual production, and description of major components. System monitoring is required. Description of relevant equipment and installation warranties, and the ongoing maintenance services provided by the installer. Price and financial analysis of the proposed system, including anticipated savings. Firm name and address, description of firm, number of employees and years in current business, electrical and other licenses or certifications, and list of subcontractors (if any) and their qualifications. Description of past, similar solar PV projects, including contact information for 3 client references. Sample purchase contract. Anticipated project timeline. The selected solar installer will secure permit and other needed regulatory approvals, complete installation, coordinate with the utility to secure Permission to Operate, and train the facility staff on system monitoring. Copies of bills are available upon request by emailing: [email protected] Applicants may make formal presentations to the Kenova City Council at their scheduled agenda meeting on Monday, January 13, 2025, at 6:00 p.m. at the Municipal Building, 1008 Oak Street, Kenova WV 25530. Proposals will be evaluated based on the capacity and quality of design proposed, the anticipated savings to be delivered, and the qualifications and experience of the solar installer. Preference will be given to the installer with demonstrated longevity and capacity to service the array for its working life. Additionally, preference will be given to West Virginia-based installers, installers using labor, and installers leveraging state/federal grants to help pay for the system. Awarded contracts will be contingent on obtaining savings proposed including state/federal grants, tax credits, etc. The final award of the contract shall be contingent on receipt by the City of Kenova of grant funds and a bridge loan to finance the project before obtaining tax credits. The company chosen for this RFP may be asked to review the possibility of including a stand-alone power plant as part of the overall solar package. Bids will be evaluated based on experience, the above qualifications, cost, and expertise. The choice will not be based on price alone and any bid will be evaluated based on West Virginia procurement policies. The City of Kenova has the ability to reject any and all bids.
