ADVERTISEMENT FOR BIDS TOWN OF SUTTON BRAXTON COUNTY, WV NORTH HILL ROAD PHASE 2 STORM SEWER PROJECT The Town of Sutton is requesting Bids for the construction of the following Project: Town of Sutton North Hill Road Phase 2 Storm Sewer Project This project will be partially funded by the U.S. Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) through the WV Department of Economic Development’s WV Community Advancement and Development (WV CAD) office and may also be partially funded by the U.S. Federal Emergency Management Authority’s (FEMA) Pre-disaster Mitigation Program (PDM) through the WV Emergency Management Division (WVEMD) office. These projects are known by the following project numbers: WV CAD Project: 20CDBG0008 WV EMD Project: EMP-2023-PD-0004 Sealed Bids for the construction of Contract No. 1 will be received by the Town of Sutton at their Office located at 450 4th Street, Sutton, WV 26601, until 1:00 p.m. local time on January 31, 2025, at which time the Bids received will be publicly opened and read. The Project (Contract No. 1) includes the following Work: Contract No. 1 – Furnishing all materials, labor, and necessary items for the construction and installation of approximately 480 LF of 30″ HDPE storm pipe; 5 catch basins or manholes; and all other items and appurtenances as outlined in the Plans and Specifications. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Contract Times for Contract: 60 calendar days to substantial completion and 90 calendar days to complete work ready for final payment. Attendance at the pre-bid meeting is highly encouraged but is not mandatory. Bidders are required to follow the procurement requirements listed in 2 CFR 200 Bidders on this work will be required to comply with the President’s Executive Order No. 11246, HUD Section 109 entitled “Equal Employment Opportunity” as amended by Executive Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex or national origin. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170l u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The parties of this contract agree to comply with HUD’s regulations in 24 CFR Part 135, which implement Section 3. Bidders’ attention is directed to the Section 3 “Clause” set forth in the contract documents. No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids. All bidders are required to have a West Virginia contractor’s license per Section 21-11-11 of the West Virginia Code. A Contractor’s License Number is to be included on the bid submission.
