THE FORMER VOSSLOH BUILDING REDEVELOPMENT 64 Waterway Drive Poca, WV 25159 NOTICE OF BID Sealed proposals will be received by Advantage Valley, Inc. at the offices of Pickering & Associates, 318 Lee Street W, Suite 200, Charleston, WV 25302 until 12:00 noon, prevailing local time, March 14, 2025, at which time, bids will be publicly opened. The work generally will consist of preparing spaces of the building for future tenants. This will consist of demolition of portions of the building, replacement of all exterior man doors and overhead doors, repair work to the exterior of the building, a new closure wall to separate the dock space, replace lighting in a portion of the warehouse areas of the building, construction of new restrooms, a new roof coating, etc. Site work consists of replacing/repairing sections of fence, cutting overgrowth around the fence and building, clearing and grubbing the site, and removal of all debris on site. A Pre-Bid Meeting will be held on Monday, February 24th, 2025 at 10:00 AM at the project site. A jobsite view will be conducted with a representative of the Advantage Valley, Inc. and Desmone Architects. Attendance at this pre-bid meeting is NOT mandatory. A responsible officer of the bidder should attend. There will be an opportunity for a second jobsite walk-through by perspective bidders, this is scheduled for Monday March 3, 2025 at 10:00 AM at the project site. NOTE: There will be no members from the design team on site and ALL questions are to be formally sent to Desmone Architects. The owner will not address/ respond to any questions during the second walk through. This is an optional site visit and not required by any or all parties. Plans may be obtained electronically (at no cost) from the offices of Desmone Architects, 265 High Street, Suite 7, Morgantown, WV 26505, telephone 304.602.7880 on or after noon on Wednesday February 12, 2025. Contractors are responsible for all cost associated with printing the documents for their own use. The Last day for Questions from the Bidders will be on Friday March 7th, 2025 at 5:00 PM. A final addendum addressing questions will be distributed on Monday March 10, 2025. All Prime and Sub Contractors must be in compliance with local ordinances, where applicable, including local building permits, demolition permit, certification of air quality, zoning hearing board, erosion and sedimentation control plan, occupancy permits, utilities (water, sewer, gas, electric, storm water), right of way, driveway permits. As required in the project documents, the Bidder will be required to submit a Bid Bond with the bid. The selected Contractor shall furnish Performance and Payment Bonds as required, along with certificates of insurance for itself with the owner (Advantage Valley, Inc.), all named as additional insured prior to commencement of the work. The contractor shall indemnify the Advantage Valley, Inc. for incidents occurring as a result of this work. The Contractor will also be required to enter into a separate Partial Waiver of Liens Agreement with Advantage Valley, Inc. No bidder may withdraw his bid for a period of One Hundred Twenty (120) calendar days after the scheduled closing time for receipt of bids. Submit bid on the forms supplied, and in accordance with the Instructions to Bidders and the Contract Documents. All envelopes containing bid proposals shall be sealed and clearly marked “The Former Vossloh Building Redevelopment”. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21- 1D-5. All Bidders are required to have a West Virginia Contractor’s License per Section 30-42-12 of the West Virginia Code. SUSPENSION OR DEBARMENT: Recipient shall not entertain the use of businesses that are listed on the “System for Award Management” (SAM) at www.Sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. NOTICE OF FEDERAL WAGE REQUIREMENTS Contractors are required to comply with all laws pertaining to prevailing wage rates for the federal wage rates issued in accordance with the Davis Bacon Act. Advantage Valley, Inc. reserves the right to reject any and all bids, or waive any informality, in the bidding. A non-collusion affidavit must be executed and attached to each bid.
