PUBLIC NOTICE The parties listed below whose last known address is listed below, the place of residence of each being unknown, will take notice that on the date of filing listed below, the undersigned Plaintiff filed its Complaint in the Court of Common Pleas, of Lawrence County, Ohio, alleging that Plaintiff is the holder of certain tax certificates (listed below), purchased from the Lawrence County Treasurer in conformity with statutory authority, and is vested with the first lien previously held by the State of Ohio and its taxing districts for the amount of taxes, assessments, penalties, charges and interest charged against the subject parcel. Plaintiff further alleges that the certificate redemption price of each certificate is due and unpaid, and that it has filed a Notice of Intent to Foreclose with the Lawrence County Treasurer, which the Treasurer has certified indicating the certificate has not been redeemed. Plaintiff further alleges that there are also due and payable taxes, assessments, penalties and charges on the subject parcel that are not covered by the certificate, including all costs related directly or indirectly to the tax certificate (including attorneys fees of the holders’ attorney and fees and costs of the proceedings). Plaintiff further alleges that it is owed the sums shown below on each tax certificate, plus interest at a rate of 17.5% per annum on the first tax certificate, from the certificate’s purchase date to the date a notice of intent was filed, and 18% thereafter and on any other subsequently purchased tax certificate which are a first and prior lien against the real estate described below, superior to all other liens and encumbrances upon the subject parcel shown below. BRAXTON COUNTY AIRPORT AUTHORITY BRAXTON COUNTY AIRPORT SUTTON, WEST VIRGINIA IMPROVE AIRFIELD DRAINAGE CONTRACT NO. 1 FAA AIP NO. 3-54-0026-029-2024 JANUARY 2025 ADVERTISEMENT FOR BIDS Sealed proposals will be received by the Braxton County Airport Authority, c/o Braxton County Commission, 300 Main Street, Suite 305, Sutton, West Virginia 26601 until 10:00 A.M., March 26, 2025, for the following work: Contract No. 1 Improve Airfield Drainage The bid prices shall include the costs for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Form of Proposal, Standard General Conditions of the Construction Contract, Supplemental General Conditions and Detail Specifications and Drawings prepared by Chapman Technical Group. The work to be bid upon is generally described as follows: Contract No. 1 – Improve Airfield Drainage The scope of the project is to rehabilitate the existing airfield drainage on both sides of Runway 2-20 at the Braxton County Airport located outside of Sutton, West Virginia. The rehabilitation will consist of installation of a new concrete drainage gutter from the 20 end of the runway to an existing storm inlet, repair of the existing storm inlet and lowering its surface elevation by 1 foot, cleaning and regrading miscellaneous ditches on the west side of the runway adjacent the storm inlet, regrading the ditchline from the inlet to Taxiway A, installing new gutters 30′ before and after Taxiway A to concentrate and catch stormwater from Taxiway A’s drainage, regrading the ditchline from Taxiway A to the adjoining creek, and installing a new concrete headwall at the end of the ditchline. The project will also include mobilization, and any other appurtenances required for a complete project detailed by the plans and specifications prepared by Chapman Technical Group. Construction Time Limits – The Contractor will be required to achieve Substantial Completion within 120 calendar days and final completion and readiness for final payment within 150 calendar days of the effective date of the Notice to Proceed. As a recipient of funding from the DOT, the Authority signed an assurance to comply with the provisions of 49 CFR Part 26, “Participation by Disadvantaged Business Enterprise in DOT Programs.” This project, due to the amount of federal participation, requires the Contractor to meet a goal for Disadvantaged Business Enterprise participation of 3.2 percent (3.2%).
