REQUEST FOR PROPOSALS Charleston-Kanawha Housing is soliciting proposals and interest from qualified Water/ Energy Services Companies capable of providing a comprehensive energy audit and related capital improvement services projections. Proposals must be received no later than 4:00 PM, Friday May 30th, 2025. Proposal packets may be obtained by addressing correspondence to Post Office Box 86, Charleston, WV 25321, attention Anthony Long, Modernization Coordinator or by e-mailing him at [email protected]. A Proposal Conference will be held at Charleston-Kanawha Housing’s Administrative Office located at 1525 Washington Street West, Charleston, WV 25312, at 9:00 AM, Monday, April 21st, 2025, with a walk-thru site inspection commencing immediately thereafter. Additional information is available in the specifications. All firms ‘attention is called to the Section 3 HUD Act of 1968, as amended by the Housing and Community Development Act of 1992, and the requirements for a Section 3 Affirmative Action Plan; and the Standard Federal Equal Employment Contract Specifications set forth in the Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity, Executive Order 11246. The Bidder shall also comply with Section 504 of the Rehabilitation Act of 1973 as amended. The Bidder evidencing understanding and compliance with the above-named requirements shall submit certifications. Charleston-Kanawha Housing reserves the right to reject any or all proposals and to waive any informality in the proposal process. Withdrawal of proposals prior and subsequent to the established deadline shall be permitted only in accordance with the Authority’s Procurement Policy, Section III. C. 4a & 4b.
