ADVERTISEMENT FOR BIDS VILLAGE OF BARBOURSVILLE CABELL COUNTY, WEST VIRGINIA TASK ORDER NO. 1 – LONG STREET SEWER REHABILITATION PROJECT General Notice Village of Barboursville (Owner) is requesting Bids for the construction of the following Project: Task Order No. 1 – Long Street Sewer Rehabilitation Project T20-11255 Bids for the construction of the Project will be received at the Village of Barboursville located at 721 Central Avenue, Barboursville WV, 25504, until May 6, 2025, at 11:00 AM local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: This work consists of the rehabilitation of approximately 400 linear feet of 6″ gravity sewer main along Long Street, and shall include bypass pumping, preparatory sewer line cleaning, internal CCTV inspection, site restoration, traffic control and all other necessary appurtenances and services required for a complete and serviceable rehabilitated sanitary sewer main. Bids are requested for the following Contract: Task Order No. 1 – Long Street Sewer Rehabilitation The Work will be substantially completed within 60 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 90 days after the date when the Contract Times commence to run. Liquidated damages shall be $500.00 per day. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract – Task Order No. 1 – Long Street Sewer Rehabilitation Project Received by the Village of Barboursville Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Village of Barboursville in an amount equal to five percent (5%) of the base bid. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5. All Bidders are required to have a West Virginia Contractor’s License per Section 30-42-12 of the West Virginia Code. Suspension and Debarment – Recipient shall not entertain the use of businesses that are listed on the “System for Award Management” (SAM) at www.Sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Village of Barboursville reserves the right to reject any and all bids. Pre-bid Conference A non-mandatory pre-bid conference for the Project will be held on April 24, 2025, at 10:00 A.M. at 721 Central Avenue, Barboursville WV 25504.
