REQUEST FOR QUALIFICATIONS Regional Intergovernmental Council (RIC) Metropolitan Planning Organization (MPO) is seeking qualified firms to conduct intersection or corridor safety studies on an indefinite delivery/indefinite quantity (IDIQ) basis at select locations in Kanawha and Putnam Counties, West Virginia. PURPOSE The RIC MPO is seeking qualified firms to conduct safety audits and provide recommendations on improvements to multiple locations in the study area. Study areas will focus on a diverse set of locations based on historical safety issues as reported in the RIC Comprehensive Safety Action Plan (CSAP,) the WV Vulnerable Road User Assessment, and other indicators and studies. PRODUCT The RIC MPO will receive copies, to be shared with local communities, WV DOH and others as needed that include, but not limited to the following elements: Current Conditions report Analysis of options to improve safety at selected site Recommendations for implementation on a short, medium- and long-term basis Recommendations should utilize Complete Street and Safety System frameworks Cost estimates for implementation of recommended options. Provide support as needed to RIC MPO staff for additional studies primarily conducted by internal staff. LENGTH OF CONTRACT The RIC MPO is seeking to contract for two (2) fiscal years. NUMBER OF STUDIES The RIC MPO will work with consultant(s) to determine the total number of studies that can be conducted within budget. RIC intends to complete a minimum of two (2) locations per year. As applicable, additional studies will be conducted if possible. FUNDING SOURCES The RIC MPO may use its formula planning funds or funds from a successful grant application to support studies. If grant is received studies will comply with any terms from final grant agreement with FHWA. Fiscal year amounts shall not exceed $100,000. NUMBER OF SELECTIONS The RIC MPO may select multiple consultants. SUBMISSION INFORMATION Firms interested in being considered for this project must submit one digital copy of: 1. A letter of interest that includes a note on the individual’s contact information who will serve as the primary point of contact for the selection process. 2. A statement of the firm’s qualifications, experience, and overall capabilities to handle the work, including staff to be assigned to the project and availability. 3. A statement regarding the firm’s past performance in timely completion of projects, compliance with scope of work, and adherence to budgets. 4. A concealed and separate cost proposal to perform the work that will not be considered in the ranking and selection phase. 5. Amount and type of the proposed work to be subcontracted, if any. 6. Names and phone numbers of references for the firm’s most recent comparable services. 7. A description of similar recently completed projects. 8. Any additional information that has a direct relationship with the subject services. Additional Information: 1. The contract shall begin upon RIC Policy Board approval and conclude no later than May 31st, 2027. No expenditures may be issued prior to July 1, 2025. 2. The maximum total contract dollar amount awarded under this contract shall not exceed $100,000 per Fiscal Year and may be split between up to two (2) consultants. 3.
