INVITATION TO BID Sealed bids for Kanawha County Judicial Building First Floor Expansion and Renovations, will be received in the office of the Kanawha County Purchasing Department inside the Historic Kanawha County Courthouse at 407 Virginia Street East, Charleston, WV 25301 by 11:00am on Wednesday May 28, 2025. All complete bids will be publicly opened and read aloud at 11:00am in the County Commission Courtroom (Kanawha County Historic Courthouse, First Floor), 407 Virginia Street East, Charleston, WV 25301. All Bids must be submitted in accordance with the Bidding Documents issued by the Owner. Bidding Documents may be obtained upon request to: Silling Architects 405 Capitol Street, Upper Atrium Charleston, WV 25301 Phone 304.346.0565 The project involves a partial renovation and expansion of the Kanawha County Judicial Building, 111 Court Street, Charleston, WV 25301. Approximately 12,176 sf of renovations on the first floor of the building and a new, single-story addition measuring approximately 3,565 sf. The Judicial Building will conduct business throughout the construction process. Construction is assumed to be primarily conducted 5 days a week from 6am to 6pm. A small portion of the project will need to be performed outside of regular operating hours to maintain critical egress and access pathways for uninterrupted building operations. Bidders interested in submitting bids shall contact the Architect. Email Bid Package requests to Rachel Driggs [email protected] and a Bid Package will be sent out in digital format. There is no deposit required for Bid Packages and all printing costs incurred by bidders are the responsibility of the bidders and are non-refundable. A certified check in the amount of five percent (5%) of the total Bid, or a satisfactory Bid Bond furnished by a solvent surety company authorized to do business in the state of West Virginia in an amount equal to five percent (5%) of the total Bid must be submitted with each Bid. The successful Bidder will be required to execute a contract and provide a Performance Bond, a Labor and Material Payment Bond for 100% of the contract award, and a Maintenance Bond. All Prime Contractors and Subcontractors shall be licensed in compliance with SB409 (WV Contractor’s Licensing Act). All General Contractors shall provide a copy of their WV Contractor’s license and include their license number in the space provided on the Bid Form. See supplemental instructions to bidders for more information. An Optional Pre-Bid meeting will be held on Tuesday, May 13, 2025 at 11:00am in the Magistrate Hearing Room 2, located on the first floor of the Kanawha County Judicial Building, 111 Court Street, Charleston, WV 25301. Bidders are encouraged, but not required, to attend the Pre-Bid meeting to familiarize themselves with the project location, site conditions, and other relevant information. Attendance at the Pre-Bid meeting is not mandatory for bid qualification. Please allow time for judicial security screening upon entry to the Judicial Building. In addition to the Optional Pre-Bid meeting, interested Bidders and subcontractors are invited to view the facility on Friday, May 16, 2025 at 10:00am, meeting in the first-floor lobby.
