CITY OF NITRO WEST VIRGINIA REQUEST FOR QUALIFICATIONS (RFQ) FULL-SERVICE MUNICIPAL ADMINISTRATION SOFTWARE & SUPPORT Submission Deadline: June 2, 2025 The City of Nitro, West Virginia, is seeking qualifications from firms or service providers with demonstrated expertise in delivering comprehensive, cloud-based municipal administration solutions. The City intends to implement a new system that will modernize the administration and enforcement of key revenue streams, including, but not limited to: Business & Occupation (B&O) tax collection and compliance Business licensing and renewals Municipal Service User Fee billing and management Municipal Stormwater Utility Fee collection Fire Service Fee collection Online filing, payment, and account management capabilities for taxpayers Customer service support infrastructure for businesses and residents Compliance discovery and enforcement tools to improve accuracy and completeness of the taxpayer registry The proposed solution must be compatible with the City’s existing Tyler Technologies municipal software and capable of seamless integration with the City’s website. The platform should support secure digital access, real-time reporting, and deliver a user-friendly experience for both municipal staff and the public. The City is particularly interested in turnkey service models that reduce administrative burden while improving transparency, efficiency, and revenue performance. Submission Requirements: Interested vendors should submit a qualifications package that includes: 1. Overview of the company and relevant experience providing municipal administration solutions 2. Description of platform capabilities, including website integration and compatibility with Tyler Technologies software 3. Case studies or references from comparable municipalities 4. Outline of implementation timeline and approach 5. Fee structure or pricing model (if available) 6.
