INVITATION TO BID Sealed bids for the WV Northern Rail Trail Project in Kingwood, Preston County, West Virginia will be received by Preston County Parks and Recreation Commission at the office of 1343 North Preston Highway, Kingwood, WV 26537 until 10:00 AM, local prevailing time on March 10, 2020. The Bids will be publicly opened and read aloud at the same location at that time. The work will consist of trail construction and some drainage work along with miscellaneous construction as indicated on the construction drawings. West Virginia Code 21-11-2 requires all Bidders desiring to perform contractual work in West Virginia must be duly licensed. All prospective Bidders shall be licensed prior to submitting their bid and shall include their contractor’s license number on their bid in accordance with the requirements of West Virginia Code 21-11-11. All Bidders must also be registered with the Town of Kingwood and will be required to pay applicable B&O taxes. Each Bid shall be accompanied by security in the form of a certified check or Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia payable to the order of the Preston County Parks and Recreation Commission in the amount of not less than five percent (5 %) of the total bid. The successful Bidder will be required to furnish a satisfactory Performance Bond and Labor and Material Payment Bond, both in the amount of at least one hundred percent (100%) of the Contract Price. Bidding Documents, which consist of the Drawings and the Project Manual, may be obtained at the office of Alpha Associates, Inc. Bidding Documents may be obtained for a fee of $100 made payable to Alpha Associates, Inc. or by VISA/MasterCard for each set of documents so obtained. Documents are provided in electronic format via an FTP site unless hard copies are requested. If documents are to be mailed, a separate non-refundable fee of $10.00 per set is required. Addenda, if any, will be issued only to those whose names and addresses are on record as having obtained Bidding Documents and attended the Mandatory Pre-bid Conference. A MANDATORY pre-bid conference will be held at 10:00 AM on February 27, 2020 at the Craig Civic Center at 313 Tunnelton Street, Kingwood, WV 26537. Questions will be received until 12:00 Noon on March 3, 2020. Federal prevailing wages will be required for this project.
