No.: WV0035912 Applicant: KENOVA, CITY OF PO BOX 268 KENOVA, WV 25530 Location: KENOVA, WAYNE COUNTY Latitude: 38:24:16 Longitude: 82:31:44 Receiving Stream: OHIO RIVER Activity: To operate and maintain an existing combined sewer collection system. To operate and maintain disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) Outlet Nos. C001 and C002 to the Ohio River at milepoints316.1 and 315.4, respectively, and CSO Outlet No. C003 to the Big Sandy River, approximately 1.1 miles from its mouth of the Ohio River. These CSO outlets are permitted to discharge only when the hydraulic capacity of the collection system is exceeded during wet weather events. The collection system is serves approximately 3,500persons or equivalents in the City of Kenova and environs, and conveys wastewater to the jointly-owned portions of the wastewater collection system with the Town of Ceredo and the Northern Wayne County Public Service District, and then to the wastewater collection and treatment system owned and operated by the City of Huntington for ultimate treatment and discharge to the Ohio River. An antidegradation review has been conducted. Tier 1 protection shall be afforded for the discharges from CSO outfalls C001, C002 and C003 through the implementation of the City’s CSO Long-Term Control Plan. Business conducted: Municipality Implementation: Compliance with the Combined Sewer Overflow requirements of the permit shall be attained in accordance with the provisions of Administrative Order No. 6719, issued July 29, 2009 and Consent Order No, 8201, issued May 1,2015. On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),”and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.
