REQUEST FOR PROPOSALS BOONE COUNTY DEVELOPMENT AUTHORITY ROCK CREEK DEVELOPMENT PARK BROADBAND EXPANSION PROJECT The Boone County Development Authority (BCDA) will accept written sealed Proposals from qualified and experienced Internet Service Providers (ISP) interested in a partnership with the BCDA for deployment of high-speed wireless broadband serving the Rock Creek Development Park. The project will serve three industrial users who have committed to locations in Park as well as future planned developments at a minimum broadband service level of 100/100 Mbps, with preferred consideration being given to higher speed packages. The ISP will operate and maintain the network along with providing high-speed internet service. All interested ISPs are invited to attend a voluntary pre-submittal meeting with BCDA Project Staff beginning at 10:00am on Wednesday, July 10, 2025. The meeting will be held at the offices of the: Regional Intergovernmental Council 315 D Street South Charleston, WV 25303 The pre-submittal meeting will provide an opportunity for ISPs to ask questions and view project conditions. To be eligible for consideration, all ISPs interested in responding to this RFP must submit a Letter of Intent to the BCDA on or before July 14, 2025 at 4:00 pm. (local time). The Letter of Intent must be submitted by e-mail to Kris Mitchell at [email protected]. Questions or clarifications concerning the content of this RFP or overall goals of the project must be directed, in writing, to Terrance Moran of Potesta & Associates via email at [email protected] no later than 4:00pm on July 16, 2025. To ensure equal dissemination of information, all questions received, and corresponding answers will be published by 4:00pm on July 23, 2025 as addendum to this RFP to all ISP’s eligible for consideration. Written sealed Proposals to this RFP, setting forth in detail the ISP’s technical expertise, management and staffing capabilities, and all other information as specified in article VI of the RFQ, must be submitted to the BCDA at 1 Avenue C, Suite 101, Madison, WV 25130-100 to be received on or before July 30, 2025 at 4:00 p.m. (local time). All Respondent ISPs are required to submit five (5) hard copies and an electronic copy of their Proposal documents to BCDA at the time of submission. An electronic copy must also be emailed to Kris Mitchell at [email protected]. All Proposals must be enclosed in a sealed envelope and clearly marked “Rock Creek Development Park Broadband Expansion Project” on the outside of the envelope. Any Proposal received after the deadline stated herein will not be considered. The BCDA reserves the right to accept or reject any or all Proposals, to cancel this RFP, to withdraw and republish this RFP, and to waive technicalities in any part thereof deemed to be in the best interest of the BCDA.
