ADVERTISEMENT FOR BIDS MARION COUNTY BOARD OF EDUCATION (REBID) EAST FAIRMONT MS McKINLEY ARCHITECTURE AND ENGINEERING Sealed Bids for the Project listed above will be received by the Owner, the Marion County Board of Education, at 1516 Mary Lou Retton Dr, Fairmont, WV 26554, until 10am local prevailing time on July 15th at which time and place all accepted bids. Bidder will be scheduled for in-person interviews on July 16th, 2025. Bids that meet the minimum qualitative score will have their bids open and read aloud at 10am local prevailing time on July 17th. After opening, the bids will be compared as to quality, thoroughness, and cost by the Owner and its Architect, McKinley Architecture and Engineering In general, the Work of this bid package includes renovation of Administrative Area and Entry Vestibule, and other Work indicated in the Bidding Documents. Electronic Copies of the Bidding Documents will be available as early as, June 20th from the office of the Architect, McKinley Architecture and Engineering, The Fort Henry Building, 1324 Chapline St. Suite 400, Wheeling, WV 26003, telephone 304-233-0140; Bidding Documents are being issued in electronic format (PDF) only and will be sent by the Architect to interested parties via file transfer email download only, upon payment of a non-refundable document access fee of $100.00. Only full sets of the Bidding Documents will be issued by the Architect. With payment of the $100.00 document access fee, the interested party will also be listed by the Architect as a registered bidding document holder. All Bidding Document requests for information, substitution requests and correspondence shall be submitted in writing and directed to the Architect’s administrative account, email projects@ mckinleydelivers.com Addenda will be issued by the Architect to registered bidding document holders only, who will automatically receive all addenda in electronic format (PDF) via file transfer email. Additional reproduced paper copies of the initially issued Bidding Documents and any subsequent addenda are also available from the Architect upon request by registered bidding document holders only, and upon payment of a non-refundable cost; contact the Architect for further information. A MANDATORY PreBid Meeting will be held at 221 Mason St, Fairmont, WV 26554 on June 26th at 10am for the purpose of familiarizing Bidders with bidding requirements and to consider questions regarding the Bidding Documents. All potential Bidders are required to attend. Potential sub-bidders and material suppliers are also encouraged to attend. Note: Attendance at the initial pre-bid event DOES NOT qualify as attendance for this pre-bid event. Bidders must attend this specific pre-bid meeting to be eligible. No accepted Bid shall be waived or returned because the Bidder failed to, or cannot comply with, all requirements as set forth in Bidding Documents. Further, the successful bidder will be required to furnish and pay for a satisfactory 100% Performance and Labor and Material Payment Bond in the amount of the contract price. Bids may not be withdrawn for a period of thirty (30) days without the consent of the Owner. All Bidders and sub-bidder(s) as Contractor and Subcontractor(s) are required to utilize “local labor” pursuant to Chapter 21-Article 1C, the “West Virginia Jobs Act.” Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State; the Contractor’s WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts or agreements. To the extent permitted by state law, the Owner reserves the right to reject any and all bids, and to make selections from the bids that are solely in its own best interest. A two-envelope system will be used. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract – East Fairmont Middle School Secure Entrance Received by the Marion County Board of Education Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first, and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on the Bid Form of these contract documents. If such documents are found to be in order, Contractors Qualitative information will be reviewed and evaluated accordingly. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened, and the Bid will be considered non-responsive and will be returned to the Bidder. Envelope No. 1 must include all Bid Opening Requirements including: Acknowledgment of Addenda, Bid Bond, Drug Free Workplace Certification in accordance with WV Code 21-1D-5. Affidavit of Non- Inclusion, West Virginia Contractor’s License per Section 30-42-12 of the West Virginia Code, AIA 305 Contractors Qualification Statement, list of proposed Sub-Contractors. Remaining Qualitative information may be bound separately from Envelope No. 1 Contractors will be contacted and scheduled for in-person interviews on June 11th, 2025. Contractors’ Qualitative information will be evaluated according to “Qualitative Evaluation Matrix” Contractors are required to receive a minimum qualitative value of 80 points to be eligible for Envelope No. 2 to be opened. Qualified Bids will be opened and read aloud on June 12th, 2025, at 10:00am. Project will be awarded to the lowest qualified bidder. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Marion County Board of Education reserves the right to reject any and all bids.
